Dieses Problem zeitigt Folgen, die gravierend sind, sowohl für die Aktivitäten der davon herausgeforderten Jugendpoli tik und professionellen Jugendhilfe als auch für die öffentliche Meinung und ihre Einschätzung der nachwachsenden Generation in West- und Ostdeutschland. Vor schnelle Zuschreibungen und verkürzte Analysen bleiben zunehmend unwiderspro chen vor dem Hintergrund einer sich aufbauenden jugendlichen Gewaltszene, die insbesondere mit den ausländer-und asylantenfeindlichen Brandlegungen in Hoyers werda, Rostock, Mölln und Solingen verbunden wird. Die Behauptung, daß in dem Gewaltphänomen ein Stück Entwicklungsgeschichte der neuen Bundesländer zum Ausdruck komme, versperrt eine Sichtweise, die die Gesamtperspektive auf die neue Bundesrepublik in den Mittelpunkt stellt und folglich eine problembezogene Be standsaufnahme auch der alten Bundesländer einbezieht. Dabei soll es nicht um die abschwächende Relativierung eines kritischen Diskurses gehen, sondern, im Gegen teil, um die notwendige Fokussierung des Problems als gleichermaßen gesamtgesell schaftlich und jugendspezifisch. Zur Analyse dieser Probleme wurde in Zusammenarbeit mit der {raquo}Sachverständi genkommission des 9. Jugendberichts der Bundesregierung{laquo} am 8. und 9.

Neonazigruppierungen wie beispielsweise aus dem Umfeld von Michael Kühnen und gewalttätige Skinheads machten zwar durch rechtsextremistische Straftaten auf sich aufmerksam und stellten auch ein Risiko für die öffentliche Sicherheit dar, galten aber allgemein als nicht erwähnenswert und im sozialen Abseits stehend. Als ein relevantes Problem erschien der Rechtsextremismus in erster Linie lediglich als ein Phänomen, das sich überwiegend unter den Erwachsenen der Gesellschaft finden ließe. Die Bedeutung und das Ausmaß des Rechtsextremismus wurde in diesem Kontext mit einschlägigen rechtsextremistischen Vereinigungen und Verbänden in Verbindung gebracht, die vornehmlich als Sammelbecken unverbesserlicher ewig Gestriger charakterisiert wurden. Vor diesem Hintergrund war Rechtsextremismus als unerfreuliches Vermächtnis eines abgeschlossenen Zeitabschnittes der deutschen Geschichte behandelt worden, dessen sich die nachfolgenden Generationen mit dem Verlauf der Jahre von selbst entwöhnen würden. Der Rechtsextremismus, wie er sich hingegen in der heutigen Zeit darstellt, ist jedoch schon lange nicht mehr ausschließlich der Rechtsextremismus nationalistischer Hardliner. Rechtsextremismus hat sich zeitgemäß entwickelt und findet besonders bei jungen Menschen Zuspruch. Mit Beginn der 90er-Jahre hat der Rechtsextremismus eine ganz neue Qualität erreicht und ist in den verschiedensten Facetten, z.B. im Internet, in neonazistischen Gruppierungen, rechtsextremistischen Subkulturen, Parteien sowie Wähler- und Einstellungspotentialen, verschärft in Erscheinung getreten. Eine besondere Aufmerksamkeit in der Öffentlichkeit der 90er-Jahre hat der Rechtsextremismus allerdings durch konkrete rechtsextremistische und fremdenfeindliche Gewalttaten zumeist jugendlicher Täter erregt. Fast täglich kam es zu Schändungen jüdischer Grabstätten und Synagogen oder Mahnmale für die Opfer des Holocaust, zu gewaltsamen Übergriffen auf Ausländer oder zu Brandanschlägen auf Asylbewerberheime und Wohnungen von Ausländern.
