By September confidence in the pound had collapsed. In April 1975 the Wall Street Journal had run the headline 'Goodbye, Great Britain, ' advising investors to get out of sterling. Now the British Labour government under its new Prime Minister James Callaghan was forced to seek help from the International Monetary Fund, a familiar option for Third World countries but highly unusual for a developed western economy. This expert new study uncovers the roots of the most searing economic crisis of postwar Britain. The weakness and instability of the British economy in the mid-1970s, the consequence in part of the 1973 rise in oil prices, raised international alarm. The US government in particular feared economic crisis would drive Britain into a left-wing siege economy, endangering NATO and the EEC. Anticipating the danger, the US Treasury set out to force Britain to make major domestic policy changes. The sterling crisis provided the opportunity. The IMF provided the weapon. Arriving in London in November 1976, the IMF mission announced that the price for the loan included deep cuts in public expenditure. The consequent political crisis was fought out in private and in public, amongst members of the British Cabinet, the Labour Party, the Treasury and the Bank of England. It involved the US President, Treasury and State Department, the Federal Reserve, the German Chancellor and the Bundesbank. Burk and Cairncross uncover the efforts of the Labour government to escape IMF conditions. They also examine the political agenda, the loss of economic control, the rise of monetarist ideas and the change in the climate of opinion. It is reported by the Confederation of British Industry that since 1990, the average selling prices for factories had not passed the 33 points mark until 2011 when it rose to 36. By 2007, the pound had dropped by about 23% on a trade weighted basis, making British goods cheaper to buy, which greatly boosted manufacturers ability to buy (Ryan, 2011). The credit crunch and job loss fears which were a consequence of the global recession saw many people cutting on spending and paying off debts quicker, with more and more people opting to save rather than invest or spend. This fall in demand affected not only the UK internal market but the import and export business as well. Borrowing from banks became more expensive and difficult to access. The economy of the UK has since 2008 till now been characterized by short bursts of growth or revival, followed by contractions, causing more anxiety and economic instability (BBC News, 2013). The UK (England, Scotland, Wales and Northern Ireland) was the number six and eight largest economy in the world, according to a 2010 rating based on GDP (prices, US dollars) and GDP (PPP) accordingly. The UK’s GDP (PPP) in 2010 was US$ 2.172 trillion which translated to 2.982% of the world’s GDP. UK continues to use the Pound Sterling even though it is a member of the European Union, where the Euro is the dominating currency (EconomyWatch, 2010). Even though the global economic prospects have improved since the 2008 recession, the UK continues to record negative forecasts and experiences with its economy. In April 2011, the International Monetary Fund (IMF) reduced the UK’s growth forecast by 1.75%, a third downgrade in the year. The UK was also ranked as the slowest growing economy of the G7 1 The UK Economy: Is It Heading Towards a Triple Dip Recession together with Japan, by the Organization for Economic Cooperation and Development (OECD). It is reported that the UK’s detrimental performance has been contributed to by its austerity plan which was introduced to reduce level of debts which had been aggravated by the 2008 recession. The austerity plan includes reducing public spending and services and implementation of new tax increases (EconomyWatch, 2010; The Economist, 2011).

Book excerpt: In late 2008, the Department for Business, Innovation and Skills stepped in to offer targeted support to struggling, but viable, businesses in the face of a severe economic downturn. The Department began to think strategically about its response in autumn 2008 and in October 2008 it launched six schemes, comprising over £20 billion of potential support, to improve access to finance and to support the automotive sector. It did not, however, set out an overarching aim for the schemes. The Department did well to set-up the schemes quickly under pressure, with support reaching businesses between three and 35 weeks after they were announced. The management of the schemes was generally good. Take-up, however, has been lower than expected, partly as a result of the suitability of the support, driven by the Department's limited pre-existing knowledge of some of these activities. There were weaknesses in the Department's arrangements for estimating the cost of administering the schemes. A departmental analysis of the Vehicle Scrappage Scheme forecast that it would provide a net economic loss and was unlikely to represent good value for money in the longer term. Ministers directed the Department to continue for a number of reasons: including that extra purchases made while the economy was suffering were worth more than those when the sector had recovered and that the risk of doing nothing outweighed the risks of intervention.

Book excerpt: This paper quantifies the economic impact of uncertainty shocks in the UK using data that span the recent Great Recession. We find that uncertainty shocks have a significant impact on economic activity in the UK, depressing industrial production and GDP. The peak impact is felt fairly quickly at around 6-12 months after the shock, and becomes statistically negligible after 18 months. Interestingly, the impact of uncertainty shocks on industrial production in the UK is strikingly similar to that of the US both in terms of the shape and magnitude of the response. However, unemployment in the UK is less affected by uncertainty shocks. Finally, we find that uncertainty shocks can account for about a quarter of the decline in industrial production during the Great Recession.
