Book excerpt: In August 2001, the Directorate of Acquisition Resources and Analysis in the Office of the Secretary of Defense (OSD) asked the RAND Corporation to identify policy issues relevant to large service acquisitions that deserved closer attention in OSD. RAND agreed to examine a variety of new large acquisitions of different kinds of services in different parts of the Department of Defense (DoD). Based on an initial set of "pilot" case studies, RAND identified a tentative set of policy issues that deserved OSD's attention. RAND briefed OSD on these issues in December 2001. OSD asked RAND to fill out these case studies with additional information and to expand the number of acquisitions covered in the study to six to test the robustness of the issues identified in the December briefing. In March 2002, OSD also asked RAND to draw on interim findings to help OSD frame new policy on "Acquisition of Services," as required by the Fiscal Year 2002 National Defense Authorization Act, Section 801. This report documents the findings that resulted from these efforts. It uses six case studies to identify high-level policy issues for which OSD is likely to become involved in large, innovative service acquisitions as their use expands in DoD. It should interest analysts and practitioners involved in the acquisition of defense services and, more generally, in ongoing acquisition reform efforts in DoD. The work was conducted in the Acquisition and Technology Policy Program of RAND National Defense Research Institute (NDRI), a unit of the RAND Corporation. NDRI is a federally funded research and development center (FFRDC) sponsored by the Office of the Secretary of Defense, the Joint Staff, the Unified Corm Commands, and the defense agencies NDFJ conducts research on complex national defense policy and strategy problems for which multidisciplinary capability, objectivity, and an explicit national-interest charter are essential.

Book excerpt: Department of Defense (DOD) efforts to acquire goods and services are often complex and controversial. These efforts are referred to as defense acquisitions. The structure DOD utilizes to plan, execute, and oversee those activities is an intricate and multi-variate system of systems composed of the requirements, resource allocation, and acquisition systems. This system of systems has evolved over time, its foundation being the report published by the Packard Commission in 1986, many of whose recommendations became part of the Goldwater-Nichols Department of Defense Reorganization Act of 1986. This evolution continued, as the requirements system changed from a threat-based to a capabilities-based system; the resource allocation system added execution reviews and concurrent program/budget reviews; and the acquisition system became a flexible, tailored process. The complexity of this system of systems combined with the magnitude of personnel, activities and funding involved in its operation can result in problems, including inefficient operations, fraud/waste/abuse, and inadequate implementation or enforcement of the laws and regulations that govern it. Both DOD and Congress have worked to address these types of problems and accompanying issues over the years. As GAO has found, the act sought to strengthen civilian control over the acquisition function in DOD and establish a more streamlined chain of command for developing and procuring weapon systems. The reporting chain, which remains in effect today, runs upward from a program manager, through a program executive officer, to a service acquisition executive, and to the defense acquisition executive. Many acquisition reform studies have identified a need for increased accountability in DOD's acquisition management chain of command. The Senate Armed Services Committee Report accompanying the National Defense Authorization Act for Fiscal Year 2014 mandated that GAO review DOD's acquisition chain of command. This report examines (1) findings and recommendations made by studies that assessed the role of the military service chiefs; and (2) how current DOD and military department policies define the roles and responsibilities of the service chiefs in acquisition management.

In 2007, DOD introduced Configuration Steering Boards (CSBs) to review requirement and configuration changes that could adversely affect programs. In 2008, Congress made annual CSB meetings a requirement for all of the military departments' major defense acquisition programs. In response to the Senate report accompanying the bill for the Ike Skelton National Defense Authorization Act for Fiscal Year 2011, GAO assessed (1) the extent to which DOD has complied with the statutory requirements for CSBs, and (2) the extent to which CSBs have been effective in controlling requirements and mitigating cost and schedule risks. To conduct this work, GAO surveyed DOD's major defense acquisition programs, reviewed CSB documentation, and interviewed relevant military service and program officials. Among GAO's recommendations for DOD components are that they amend their CSB policies to be consistent with statute and align CSBs with other reviews when possible. In comments on a draft of this report, DOD concurred or partially concurred with all seven of GAO's recommendations and agreed to take action to address..."
