Available in PDF, EPUB and Kindle. Book excerpt: Legislation places obligations on all those in the supply chain to ensure that only safe products are placed on the market. However, there will be occasions where mistakes occur or there are unforeseen circumstances that place the consumer at risk. Every year a significant number of products are withdrawn from the market , and in cases where the safety risk to the consumer is judged to be high, these result in product recalls. This publication provides practical guidance and advice on the key requirements for the product recall process, particularly to small and medium-sized companies who may lack experience in the handling of product safety issues. It is designed to assist the development of policies and plans that can be linked to detailed operational procedures, with the aim of providing improved consumer protection whilst minimising the commercial impact.

Available in PDF, EPUB and Kindle. Book excerpt: Public alarm about the spate of recent product recalls, particularly of toys and other products used by children, has focused attention on the Consumer Product Safety Commission (CPSC). This book provides an overview of the prior authority of the CPSC to establish consumer product safety standards and to inspect and recall unsafe consumer products. This book also describes the new requirements for certification and testing and the effect of the stay of enforcement of these requirements announced by the CPSC, certain new safety standards established by the CPSIA and related implementation actions and issues. In addition, the authors assessed injury and death data sources used by CPSC, compared CPSC's consumer education efforts with key practices, and interviewed federal officials and groups representing the health and consumer interests of minority populations. This book consists of public documents which have been located, gathered, combined, reformatted, and enhanced with a subject index, selectively edited and bound to provide easy access.

Available in PDF, EPUB and Kindle. Book excerpt: On World Food Day in October 2008, former president Bill Clinton finally accepted decade-old criticism directed at his administration's pursuit of free-trade deals with little regard for food safety, child labor, or workers' rights. "We all blew it, including me when I was president. We blew it. We were wrong to believe that food was like some other product in international trade." Clinton's public admission came at a time when consumers in the United States were hearing unsettling stories about contaminated food, toys, and medical products from China, and the first real calls were being made for more regulation of imported products. Import Safety comes at a moment when public interest is engaged with the subject and the government is receptive to the idea of consumer protections that were not instituted when many of the Clinton era's free-trade pacts were drafted. Written by leading scholars and analysts, the chapters in Import Safety provide background and policy guidance on improving consumer safety in imported food, pharmaceuticals, medical devices, and toys and other products aimed at children. Together, they consider whether policymakers should approach import safety issues through better funding of traditional interventions—such as regulatory oversight and product liability—or whether this problem poses a different kind of governance challenge, requiring wholly new methods.

Download or read book The Struggle for Auto Safety written by Jerry L. Mashaw and published by . This book was released on 2013-10-01 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: Combining superb investigative reporting with incisive analysis, Jerry Mashaw and David Harfst provide a compelling account of the attempt to regulate auto safety in America. Their penetrating look inside the National Highway Traffic Safety Administration (NHTSA) spans two decades and reveals the complexities of regulating risk in a free society. Hoping to stem the tide of rising automobile deaths and injuries, Congress passed the National Traffic and Motor Vehicle Safety Act in 1966. From that point on, automakers would build cars under the watchful eyes of the federal regulators at NHTSA. Curiously, however, the agency abandoned its safety mission of setting, monitoring, and enforcing performance standards in favor of the largely symbolic act of recalling defective autos. Mashaw and Harfst argue that the regulatory shift from rules to recalls was neither a response to a new vision of the public interest nor a result of pressure by the auto industry or other interest groups. Instead, the culprit was the legal environment surrounding NHTSA and other regulatory agencies such as the EPA, OSHA, and the Consumer Product Safety Commission. The authors show how NHTSA's decisions as well as its organization, processes, and personnel were reoriented in order to comply with the demands of a legal culture that proved surprisingly resistant to regulatory pressures. This broad-gauged view of NHTSA has much to say about political idealism and personal ambition, scientific commitment and professional competition, long-range vision and political opportunism. A fascinating illustration of America's ambivalence over whether government is a source of--or solution to--social ills, The Struggle for Auto Safety offers important lessons about the design and management of effective health and safety regulatory agencies today.
