Common knowledge suggests that the European Union and its member states are the main influential regulatory power in the MENA region. However, the empirical analysis of selected telecommunications regulations: universal service obligation (USO) and spectrum management, reveals that reforms are not always determined by European countries but may also originate from other developing countries, such as Peru and Chile. This finding attests to the rise of regulatory influence from the Global South, which challenges traditional transfers of regulations originating from more industrially advanced countries.

While post-conflict countries' capacity to absorb aid (that is, the quality of their policies and institutions) is built up only gradually after the onset of peace, the evidence suggests that aid tends to peak immediately after peace is attained and decline thereafter. Aid composition broadly reflects post-conflict priorities, with large parts of aid financing social expenditure and infrastructure investment. Aid has significant short-term effects on the real exchange rate (RER), as inferred from the behavior of RER in the world. While moderate RER overvaluation is observed in post-conflicts, it cannot be traced down to the aid flows. The empirical evidence on world growth reveals new findings about the pattern of catch-up growth during post-conflicts and the role of key growth determinants on post-conflict growth. Aid is an important determinant of growth, both generally and more strongly during post-conflict periods. Because RER misalignment reduces growth, RER overvaluation during post-conflicts reduces catch-up growth. Aid and RER overvaluation combined also lower growth. But the negative growth effect of RER overvaluation declines with financial development.

In addition to repeated external invasions and the ongoing presence of foreign troops of diverse nationalities, the Lebanese people have endured the scars left by a bitterly contested civil war that began in the spring of 1975 and continued unabated for the next fifteen years. While much has been written about the tragedy of the civil war, el-Husseini’s Pax Syriana is the first book focused on the evolution of the postwar political scene. In a series of negotiations brokered by Saudi Arabia, under the auspices of the larger international community, the civil war came to an end with the signing of the Ta’if Agreement. This agreement ushered in an era of Syrian control and rule by a disparate group of power elites. El-Husseini provides an in-depth account of how the political elite left an indelible mark on the Lebanese state and society. Through extensive field work and firsthand interviews, el-Husseini offers an intimate portrait of postwar Lebanon and shows how the Syrian influence brought a degree of stability to this fragmented nation and yet simultaneously undermined the development of a full constitutional democracy as Lebanon began to acquire some of the authoritarian character of the Syrian regime.

This approach proves important in light of the recent efforts by Gulf states to recast their position in the international arena trying to peddle an image of self-assertiveness and autonomy in the security sphere. These new diplomatic stances do not seem to be borne out by their current security policies that are marked by apparent continuity with past practices. In particular, the new Gulf-Asia nexus and the claims by Gulf monarchies that regional confidence building measures are appearing on the horizon are placed under critical scrutiny. This is done by a sobering examination of the balance of threat in the region, the historical amity/enmity patterns and the evolving American stance. A shorter, modified version of this book was previously published as a special issue of the British Journal of Middle Eastern Studies.
