Hisham Aidi interviews musicians and activists, and reports from music festivals and concerts in the United States, Europe, North Africa, and South America, to give us an up-close sense of the identities and art forms of urban Muslim youth. We see how the current cultural and political turmoil in Europe’s urban periphery echoes that moment in the 1910s when Islamic movements began appearing among African-Americans in northern American cities, and how the Black Freedom Movement and the words of Malcolm X have inspired the increasing racialization and radicalization of young Muslims today. More unexpected is how the United States and some of its allies have used hip-hop and Sufi music to try to deradicalize Muslim youth abroad. To achieve this, MONUC adopted a „push and pull" strategy. This involved applying military pressure while at the same time offering opportunities for voluntary disarmament and repatriation for armed combatants of the elusive but deadly Democratic Forces for the Liberation of Rwanda (FDLR) – a predominantly Rwandan Hutu armed group in eastern DRC. As part of its "pull" strategy, MONUC embarked on one of the most sophisticated Information Operations (IO) campaigns in UN history with the core objective of convincing thousands of individual combatants and commanders of the FDLR to voluntarily disarm and join the UN’s Demobilization, Disarmament, Repatriation, Resettlement and Reintegration programme (DDRRR). This book is derived from studies of the narratives, coordination and effectiveness of the UN’s IO in support of DDRRR and how the UN has integrated IO as part of its Mission peace support operations. This book advances contemporary understanding of the relative importance of communication models and their interactions within conflict settings. It provides instruments with which conflict and communication analysts can compare predictions and rationalize Information impacts for future conflicts. Book excerpt: Despite peace agreements, demobilization, and reintegration processes, the end of war does not automatically or necessarily make combatants abandon their wartime rebel networks. In Liberia such structures have lingered long after the civil war came to an end in 2003. Weak formal security institutions with a history of predatory behavior have contributed to the creation of an environment where informal initiatives for security and protection are called upon. In fragile postwar settings, former soldiers can be used as intimidators but have paradoxically reemerged as security providers, challenging our understanding of both the setting and the actors beyond the sphere of war. Based on original interview material and findings from fieldwork, Repurposed Rebels follows former rebel soldiers from the time of civil war to 2013. These actors have reemerged as “recycled” warriors in times of regional wars and crisis and as vigilantes and informal security providers for economic and political purposes. Through these actors, Mariam Bjarnesen examines the relevance of postwar rebel networks and ex-combatant identity in contemporary Liberia, with an eye to understanding the underlying aims of demobilization when reintegration is challenged. Bjarnesen argues that these ex-combatants have succeeded in reintegrating themselves due to, not despite, the fact that they have not been truly demobilized.
