The wave of Left governments that emerged across Latin America in the early 2000s – a process dubbed the “pink tide” – has been on the wane in recent years. The Left regimes that, at one point, seemed unbeatable have either been defeated at the ballot, ousted through coups or have had to contend with increasing economic and political conflicts which have nullified many of their achievements. This book argues – like many voices on the Left today – that the waning of the “pink tide” in the region must be viewed in the context of the Left’s inability to initiate radical structural changes in its constituencies. At the same time, however, the book makes the case for a more nuanced and balanced evaluation of the development record of the Left than is often done. In doing so, it seeks to go beyond the reform–revolution binary that has blinkered recent assessments and intends to highlight alternative paths that the Left could have taken.

Book excerpt: This book challenges the wide-ranging generalizations that dominate the literature on the impact of export-led growth upon Latin America during the first export era. The contributors to this volume contest conventional approaches, stemming from structuralism and dependency theory, which portray a rather negative view of the impact of nineteenth-century globalization upon Latin America. It has been considered that, as a result of the role of Latin American countries as providers of raw materials produced in enclaves dominated by foreign capital, their participation in the world economy has had adverse consequences for their long-term development. This volume addresses a representative sample of countries with varied initial conditions and resource endowments, a diverse productive specialization, as well as different degrees of integration to the world economy. This allows a direct comparison among the different experiences within the region, which in turn enables a more nuanced understanding of the contribution of exports to economic growth and economic modernization. Seven national case studies are presented – Argentina, Brazil, Colombia, Chile, Peru, Mexico and Bolivia – which offer an insight into the successes of a region traditionally viewed as disadvantaged by globalization and export-led growth. The model is applied to data from Brazil spanning the 1965 -1998 period. The book's findings cast significant doubt on the proposition that rapid economic growth in Brazil has resulted in comparable welfare gains. The evidence presented more generally illustrates the often unsustainable nature of rapid GDP growth phases, as well as the general unreliability of GDP growth as an indicator of well-being improvement. The specific policy implication is that Brazil should discontinue - or at least severely curtail - the regressive and resource intensive economic policies it has followed in recent decades in the interest of welfare improvement not only for the poorer groups in society, but for future generations of Brazilians as well.

It offers the reader a much-needed doctrinal overview of the different approaches to the issue of fragmentation and reveals their inherent methodological advantages and limitations. On this basis, the book then approaches the issue of fragmentation from an empirical standpoint by applying a novel dataset on Preferential Trade Agreements’ Dispute Settlement Mechanisms (PTA-DSMs), which have been used to adjudicate general exception clauses within the context of the individual PTA Members’ obligation to liberalize trade in goods. Although the results remain limited to the single issue of PTA-DSM adjudication for liberalization of trade in goods, they are indicative of key misconceptions regarding the fragmentation of ITL. As the findings confirm, the PTA-DSMs assessed have ultimately come to equivalent decisions, taking into consideration their overall use, the nature of the legal commitments embedded in the respective PTAs, and the economic wellbeing of the respective PTA partners. The book reveals the influence of specific PTA-DSMs on other PTA-DSMs and thereby paves the way for legal unification, rather than fragmentation.

In recent decades, however, this image has been severely critiqued, with a growing number of studies highlighting persistent and deep-seated patterns of racial discrimination and inequality. Yet, recent work on race and racism has rarely considered gender as part of its analysis. In Negras in Brazil, Kia Lilly Caldwell examines the life experiences of Afro-Brazilian women whose stories have until now been largely untold. This pathbreaking study analyzes the links between race and gender and broader processes of social, economic, and political exclusion. Drawing on ethnographic research with social movement organizations and thirty-five life history interviews, Caldwell explores the everyday struggles Afro-Brazilian women face in their efforts to achieve equal rights and full citizenship. She also shows how the black women's movement, which has emerged in recent decades, has sought to challenge racial and gender discrimination in Brazil.
