Book excerpt: Tracing and evaluating the development in the history of Japanese culture and society that permits Japan's rapid and continuing modernization, Professor Yoda provides a new and original approach to the modernization of Japan. He starts from the assumption that Japan was better equipped for modernization because pre-modern Japan had already started to abandon Confucian influences. In his account of modernization during the Meiji-period he focuses on general patterns inherent in Japanese culture and society enabling Japan to integrate foreign elements without having to follow foreign models slavishly. 'Patterns in culture', such as the Japanese preference for juxtaposing the new and the ancient, are contrasted with China's preference for discarding past institutions in revolutionary processes. The transferability of paradigms such as 'absolutism' is accepted with some modifications. In the major descriptive part of the work, the history of economic, political, institutional modernization is presented on the basis of quotations from original Japanese (and Chinese) sources, arranged within the methodological framework of universal historical concepts, indigenous cultural patterns and specific conditions in both countries. The book is composed of two articles previously published in Japanese and Chinese, two new chapters written especially for the volume, and background information provided by Professor Radtke.

Time literally changed as the archipelago synchronized with the Western imperialists' reckoning of time. The solar calendar and clock became standard timekeeping devices, and society adapted to the abstractions inherent in modern notions of time. This set off a cascade of changes that completely reconfigured how humans interacted with each other and with their environment--a process whose analysis carries implications for other non-Western societies as well. By examining topics ranging from geology, ghosts, childhood, art history, and architecture to nature as a whole, Stefan Tanaka explores how changing conceptions of time destabilized inherited knowledge and practices and ultimately facilitated the reconfiguration of the archipelago's heterogeneous communities into the liberal-capitalist nation-state, Japan. However, this revolutionary transformation--where, in the words of Lewis Mumford, "the clock, not the steam engine," is the key mechanism of the industrial age--has received little more than a footnote in the history of Japan. This book's innovative focus on time not only shifts attention away from debates about the failure (or success) of "modernization" toward how individuals interact with the overlay of abstract concepts upon their lives; it also illuminates the roles of history as discourse and as practice in this reconfiguration of society. Buddhism and Modernity: Sources from Nineteenth-Century Japan makes accessible the voices of Japanese Buddhists during the early phase of high modernity. The volume offers original translations of key texts—many available for the first time in English—by central actors in Japan’s transition to the modern era, including the works of Inoue Enryō, Gesshō, Hara Tanzan, Shimaji Mokurai, Kiyozawa Manshi, Murakami Senshō, Tanaka Chigaku, and Shaku Sōen. All of these writers are well recognized by Buddhist studies scholars and Japanese historians but have drawn little attention elsewhere; this stands in marked contrast to the reception of Japanese Buddhism since D. T. Suzuki, the towering figure of Japanese Zen in the first half of the twentieth century. The present book fills the chronological gap between the premodern era and the twentieth century by focusing on the crucial transition period of the nineteenth century. Did the activities of the Western powers prompt changes in Japan that would not otherwise have taken place? Or did they merely hasten a process that had already begun? Similarly, did Western civilization give a new direction to Japanese development, or do no more than provide the outward forms through which indigenous change could manifest itself? Was it a matrix, or only a shopping list? Second, how far was the evolution of modern Japan in some sense "inevitable"? Were the main features of Meiji society already implicit in the Tempo reforms, only awaiting an appropriate trigger to bring them into being? More narrowly, was the character of Meiji institutions determined by the social composition of the anti-Tokugawa movement, or did it derive from a situation that took shape only after the Bakufu was overthrown? This is to pose the problem of the relationship between day-to-day politics and long-term socioeconomic change. One can argue, paraphrasing Toyama, that the political controversy about foreign affairs provided the means by which basic socioeconomic factors became effective; or one can say, with Sakata, that the relevance of socioeconomic change is that it helped to decide the manner in which the fundamentally political ramifications of the foreign question were worked out. The difference of emphasis is significant. Finally, have recent historians, in their preoccupation with other issues, lost sight of something important in their relative neglect of ideas qua ideas? Ought we perhaps to stop treating loyalty to the Emperor as simply a manifestation of something else? After all, the men whose actions are the object of our study took that loyalty seriously enough, certainly as an instrument of politics, if not as an article of faith.
