The focus is on the interconnections between governance, decentralization (of authority and decision making) and poverty eradication. The book submits a stratagem to turn South Asia's greatest handicap, poverty, into a source of strength, in which the poor contribute directly to growth. The key to this pro-poor growth strategy, according to the authors, is community mobilization through social movements and non-governmental development initiatives. The book is divided into three parts, the conceptual framework, illustrative case studies and lessons for macro/microeconomic policy. Part I critically evaluates conventional developmental thinking and suggests the outline of an alternative pro-poor developmental strategy. Part II, the backbone of the volume, is a collection of six case studies from selected locations in south Asia, covering both rural and urban experiences. Part III draws lessons from these studies for a value-driven policy with both short-term and long-term implications. The book is a first of its kind, examining in-depth issues of vital importance to the development of the South Asian region. The importance of this volume lies in the synthesized lessons for policy and implementation drawn from cases where new ground has been broken in the conceptualization of social mobilization and pro-poor growth.

Book excerpt: Presents the proceedings of an informal workshop on poverty reduction in South Asia sponsored by the South Asian Association for Regional Cooperation (SAARC) and the World Bank. This workshop on poverty reduction in South Asia brought together participants from a wide range of related fields. They identified several areas of consensus, clarified issues for further research, analysis, and discussion, and suggested possible future steps. Although much has been done to alleviate poverty, the pace remains slow, leading donor agencies to look for new approaches. Much success has been achieved in community-based and participatory programs, some of which incorporate insight from programs launched by nongovernmental organizations (NGOs). The Aga Khan Rural Support Program currently serves as a respected model. The participatory components are already included in a number of World Bank-financed programs while the Bank considers their incorporation even further. This is in line with the consensus that emerged from the workshop--that community-based participatory programs in South Asia hold great promise and provide a firm basis for pursuing such strategies through research, evaluation, and operational experimentation.

Explaining three components of the development agenda as criteria for economic development – poverty reduction, governance reforms and civil society participation through liberal democracy – this book explores the consequences of the neo-liberal democracy and recent development agenda coupled with governance reforms. The new public management reforms which started in South Asia from Sri Lanka taking the initiative in 1977–78 have been a decisive break from the previously practised State driven protectionist system. Investment in the region has been rising and even per capita income has shown some increase, yet the state has not been able to lead these reforms appropriately and efficiently. Thus poverty has not been reduced, ordinary people continue to languish under government programmes and the socially excluded remain outside the mainstream decision making bodies. Governance in South Asia faces the single most important challenge of poverty reduction which continues to blunt and disfigure capacity, self esteem and service delivery system to the poor. This book attempts to bring out microlevel studies from many regions in South Asia to address issues of entrepreneurship, knowledge and professionalism. As an initiator of the idea on developing a critique to the straightjacketed ‘best practice’ research, this book questions the standard practice in evaluating administrative reforms as not being the true base for knowledge. Administrators need to balance capacity and control in every implementation programme. Confining to the knowledge of ‘best practices’ may conceal enormous amount of information from the ‘less than best’ practices which may be necessary to sustain good initiatives of public managers. This book highlights areas of active networking, partnerships and collaborations amongst state and non-state bodies, NGOs and specialist Science and Technical Organizations. The true nature of governance is explained and demonstrated through the processes which otherwise pass off undetected in macro-understanding of governance.
