For the young assistant in a city or county, or for the mid-career manager assessing new challenges, The Effective Local Government Manager offers insights on your role and how you can best serve your community. It explores the manager’s many roles and responsibilities—interacting with the community, the governing body, local government employees, and other governments. It offers the most up-to-date theory and practice of local government as well as tools of management. This book is used as a text in ICMA University's Emerging Leaders Development Program.

Book excerpt: "In a recent paradigm shift, local governments find themselves shouldering more responsibility for day-to-day governance and crisis management, thanks to regulations and federal spending cuts. While twenty years ago a book on local government administration might have been considered complete with chapters on budgeting, public personnel management, productivity and responsivity, and community engagement, any discussion of local government must now also include resiliency, emergency management, climate change, smart cities, social media, and infrastructure funding. Bringing together key voices from the academic and public sectors, Local Government Management offers techniques and insight into how local government can most effectively lead and manage their resources in an evolving political - and environmental - landscape. Featuring examples from expert contributors' own decades of public service and research, this forward-thinking book explores the rapid speed of change in local communities and the need for local government to not only adapt, but to also proactively plan for the future. Local Government Management is essential reading for local government officials, public stakeholders, practitioners, and students of public administration and management"--

Book excerpt: This "how-to" book on planning and managing GIS within local government describes and details the key components of a successful enterprise, sustainable and enduring GIS. It describes the strategic planning process an organization must undertake prior to GIS implementation. The heart of the book is the formula for success that offers a systematic methodology for examining and benchmarking a GIS initiative and the practical and repeatable strategy for success. There are many obstacles to successful GIS implementation, and unfortunately, the local government landscape is riddled with false starts, poorly planned implementations, and glorified mapping systems. This book documents the reason for failure and possible remedies to overcome the challenges to implementation. It discusses pathways to change, ways of improving organizational effectiveness and efficiency, and lays out the organizational approaches, management processes, and leadership actions that are required for GIS to become an indispensable part of an organization. This book is about aiming high, so you can consistently hit your mark by formulating goals and objectives that will tremendously influence the success of a GIS initiative. It details the factors crucial for building an enterprise GIS vision statement that includes governance, data and databases, procedures and workflow, GIS software, GIS training and education, and infrastructure, and how to develop performance measures related to the stated objectives of an organization. The book combines theory with real-world experience to offer guidance on the process of managing GIS implementation. Through key components, this book introduces a new way to think about GIS technology.?

Available in PDF, EPUB and Kindle. Book excerpt: The Local Government Development Framework (LGDF) is a local governance performance measurement and monitoring tool based on government-citizen collaboration. Developed by RTI International, the LGDF provides for the establishment of demand-driven benchmarks and participatory assessments for the improvement of local governance, service delivery in particular. The paper presents the development-project origins of the LGDF beginning in the 1980s, comparatively examines LGDF’s strengths and weaknesses, and provides a step-by-step discussion of its utilization. Four developing countries in which the LGDF has been applied serve as examples. The LGDF involves, first, the establishment of performance benchmarks for the priority functions of the local government. Second, local officials and community stakeholders come together to collaboratively assess and score progress toward achieving the benchmarks. Third, local officials working with stakeholders develop action plans for achieving priority objectives. Finally, the process is regularly repeated to identify areas of improvement and future capacity-building needs. Successful implementation of the LGDF, we conclude, requires leadership, well-aligned political incentives, proper design and implementation, and dedication to the process. Yet it has withstood the test of time and proven to be an effective tool for bringing government together with the community to achieve local development objectives.
