Book excerpt: GAO evaluated the Coast Guard's and Navy's mobilization planning to consider whether improvements have been made in this area since an earlier report reviewed these same issues. The review focused on: (1) the need to more fully evaluate the Coast Guard's wartime roles and missions, and (2) the readiness of Coast Guard forces. Difficulties have continuously hampered efforts to assign the Coast Guard wartime tasks to support Navy operations and to develop viable plans for carrying out the tasks. The primary problem has been the inability to realistically match the Coast Guard's assigned wartime tasks and its existing or planned capabilities. Studies of wartime tasks and missions have had little effect because the Coast Guard's wartime duties have not been adequately evaluated. GAO believes that major questions remain regarding the tasks that should be assigned to the Coast Guard in wartime and the ability of its services to effectively carry out these tasks. GAO concluded that, until the issue of assigning wartime tasks is resolved, there will be no baseline against which to make effective decisions.

Book excerpt: The United States has enduring national and strategic interests in the polar regions, including citizens living above the Arctic circle and three year-round scientific stations in the Antarctic. Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.

Book excerpt: The intent of this Strategy Research Project is to argue that the Coast Guard should revise its current and proposed shore facility condition readiness measures. I will show that the metrics of Plant Replacement Value (PRV); Deferred Maintenance Backlog; and Facility Condition Index (FCI), provide a sound analytical basis from which to calculate an overall shore facility readiness measure called the Condition Level Rating (C-Rating). The C-Rating translates engineering condition into a metric that apprises Coast Guard senior leadership of the impacts the facility has on the ability to execute missions in accordance with standards. The C-Rating also supports the planning, programming and budgeting of Coast Guard infrastructure investments. In addition, I will show that the Facility Condition Assessment (FCA) provides the instrumental engineering foundation for the generation of the facility condition and readiness metrics. To support my conclusions, I will compare the Coast Guard shore facility condition measures with those used by the Department of Defense as well as other industry benchmarks.
