Offshore wind has often been met with criticism from a variety of ocean user groups and the academic literature has attempted to include the opinions of all user groups in order to improve policy making decisions. One of the biggest ocean user groups has been left out of the research, sailors. We investigated sailors’ perceptions of offshore wind in the Northeastern United States through a quantitative survey and qualitative interviews to provide context, hoping to answer the following questions: 1. What are sailors’ general attitudes towards wind farm development in Southern new England? 2. What factors are likely to influence the levels of support from sailors, and how can those negative factors be mitigated? 3. Will the negative impacts from wind farms restrict individuals from sailing in ways they could before the introduction of wind farms? During the winter of 2020-2021 we met with three subject matter experts for interviews and solicited survey responses from a random sample of sailing vessel owners in CT, RI, MA and NY. We found mixed support, but leaning in favor, for offshore wind farms from sailors. However, those that held the strongest attitudes for support or opposition tended to support wind farm development. In answering our second question, we did not find that previous experience of sailing near wind farms was a factor that increased the comfort level sailors had for sailing within one mile of a wind farm. Sailors are not likely to alter their sailing behaviors if a wind farm is developed near their home port, but those who sail with the most frequency are more likely to be negatively impacted than those who are not as dedicated to the activity. Most sailors believe that wind farms are a hazard or nuisance yet are still likely to be in favor of wind farm development. We find that sailors respond in different ways than many other ocean user groups. In Europe, fishers and boaters are more likely to feel comfortable near a wind farm if they have previous experience near a wind farm, but that was not the case in the United States. Previous experience is not a factor that determines someone’s comfort level. Additional research will be required to determine exactly what factors influence comfort and support, but overall sailors are supportive of wind farm development.

The survey was sent to 2000 randomly selected residents in September, 2006. Response rate was 52 percent. The primary goal of this research is to shed light on how Delawareans feel about offshore wind development, and more specifically, to value public preferences for different wind development scenarios. This research is the first to use discrete choice mixed logit techniques to examine public preferences for offshore wind power in the United States. Choice experiments are used to predict whether, and if so, how, offshore wind development should proceed in Delaware. Respondents were asked to choose among different offshore wind power scenarios which can differ in five basic characteristics: the location of the wind farm; its distance from shore; the amount of rent/royalty payments made to Delaware; to where those payments would be funneled (e.g. Green Energy Fund, Beach Nourishment Fund, or General Fund); and the amount of a fee, if any, that would be added to consumers' monthly electricity bill for three years. The data collected in this dissertation research shows overwhelming support for offshore wind power among Delaware residents. Of the approximately 2695 total recorded choice occasions in the dataset, a combined 93 percent chose offshore wind power while 7 percent chose coal or natural gas. While 95 percent of the respondents chose wind power when offered at no cost, more than 91 percent still chose wind power even when told they would have to pay a monthly fee for three years. This suggests that factors other than initial cost may be more important in people's preferences for offshore wind power, such as cleaner air and increased price stability in the long-term. Results indicate there will be significant social benefits associated with moving wind turbines offshore to reduce visual impacts. Statewide, Delaware residents are willing to pay a grand total of $132, $181, $219, $247, $268 and $296 million dollars to move turbines out from a baseline of 0.9 miles to 3.6, 6, 9, 12, 15, and 20 miles, respectively. Moreover, simulation results indicate a willingness to pay of between $45 and $50/month/household for three years for wind power projects located off the Delaware coast. When aggregated over the total number of households in the State, Delaware residents as a whole show a total willingness to pay of between $500 million and $555 million for wind power projects to be located in Delaware Bay, off of Rehoboth Beach, or off of Fenwick Island, versus expansion of coal or natural gas power.

He reveals increasing cross-national policy similarities in feed-in tariff design - despite the failure of harmonizing instruments at the European level. He explains these increasing policy similarities by applying policy convergence theory. Policy convergence can occur voluntarily, based on transnational communication, regulatory competition and technological innovations and these findings have important implications for European policy steering. The key to this book is the interrelation of an innovative theoretical concept (coordination of policies in the international arena via voluntary cooperation) with a very topical empirical research focus - the promotion of renewable energies in the EU. Book excerpt: Offshore wind energy can generate renewable energy and Northern Europe already uses it as an electricity source (windeurope.org, n.d.). While some in the United States (US) have been reluctant to embrace offshore wind power, the Biden administration has advocated increasing East-Coast offshore wind power generation to up to 30 gigawatts (Eilerin & Dennis, 2021). In 2020, Texas generated approximately 20 percent of its electricity from onshore wind turbines (EIA, Today in Energy, 2020). Texas has not invested in offshore wind energy generation along hundreds of miles of available Gulf of Mexico coastline. This study describes environmental impacts case studies of previously developed United States offshore wind farms to establish recommendations for what an offshore wind farm in Texas could look like. Two case studies along the Texas Gulf Coast are used as potential guides for future Texas offshore wind development. An analysis of infrastructure requirement, environmental impacts, policy and levelized cost of energy is included to inform recommendations for further wind developments. The levelized cost of energy (LCOE) of offshore wind is compared with costs of natural gas combined cycle electricity to estimate the approximate comparative cost of those sources through 2050. Such an analysis does not deal with the real full costs, benefits, and risks of offshore wind generation, nor does it define the full range of demand and supply options for Texas’ electricity supply options. However, based on data from the Energy Information Agency and other sources, this limited LCOE provides a context for costs associated with offshore wind. The 2021 Texas winter storm exposed the vulnerability of Texas’ electrical grid. Texas would benefit from more reliable and stable energy capacity to meet demands of a rapidly growing population in one of the fastest growing states in the country. An offshore wind industry could provide security to Texas’ energy future if it represents a wise investment.
