While many studies tend to concentrate on the economic aspects of market reforms, analysis of the broader institutional framework is less common. This book, therefore, focuses on the influence of historical and cultural conditions on the formation of economic policy. The findings presented indicate that, far from being a purely rational process driven exclusively by considerations of economical efficiency, post-Communist market transformation is influenced by socio-political and cultural factors which are able to account for cross-national variations in speed and direction of reforms.

Not only did they manage to overcome the anticipated domestic opposition to 'shock therapy' and Washington Consensus reforms, but many fulfilled the membership requirements of the European Union and even adopted avant-garde neoliberal reforms like the flat tax and pension privatization. Neoliberalism in the postcommunist countries went farther and lasted longer than expected, but why? Unlike pre-existing theories based on domestic political-economic struggles, this book focuses on the imperatives of re-insertion into the international economy. Appel and Orenstein show how countries engaged in 'competitive signaling', enacting reforms in order to attract foreign investment. This signaling process explains the endurance and intensification of neoliberal reform in these countries for almost two decades, from 1989–2008, and its decline thereafter, when inflows of capital into the region suddenly dried up. This book will interest students of political economy and Eastern European and Eurasian politics.

However, so far little systematic research has been carried out on state capacity per se and on how to explain its development. The book provides new insights in considering the evolution of Ukraine since 1992, offering an in-depth view of institutional development in crucial areas and thus tracing the process of state-building. It draws comparisons with developments in Belarus, Lithuania, and Russia (based on field research). To capture the process of state-building empirically, focuses on the extraction and expenditure systems which are a central pillar of state capacity and also a central link between citizens and the state. Of the nine Communist states, only five nation states have survived. Whereas the German Democratic Republic became unified with the Federal Republic of Germany, the three multinational states dissolved into 16 hybrid ethno-national states and two states of federated nations. The latter remain imperiled in their territorial integrity. In all countries, state and ethnic nationalism combine in peculiar ways, which leaves room for sub-national stateness and various other forms of ethnic and national heterogeneity. In this volume, experts describe the unfolding of nationalism in each of the post-Communist states during the period of upheaval from 1985 to 1995. First, the relationship of the titular ethnic group with its own ethnic nationalism is discussed, as well as the nationalism that refers to the whole state including the minorities. This relationship influences the way the states treat the minorities, which often aim for sub-stateness or at least for representation through a political party organization.
