Cette diversité offre une certaine flexibilité mais génère également une fragmentation, de laquelle découle un manque d’efficacité dans certains domaines comme la mise en oeuvre des programmes européens ou le développement des relations internationales. De récentes évolutions, y compris le rôle des acteurs privés dans l’espace et l’importance grandissante des volets défense et sécurité, posent également un certain nombre de défis à la gouvernance actuelle de la politique spatiale européenne.

Dans ce paysage spatial en mouvement, l’Europe doit, pour conserver sa capacité de décision politique et préserver ses avantages comparatifs économiques, assumer une exigence fondamentale : le maintien d’une autonomie stratégique européenne d’accès à l’espace et de surveillance de ce dernier, mais aussi mieux promouvoir et développer les applications spatiales. 2016 constitue à cet égard une année cruciale pour l’Europe spatiale, après le choix décisif opéré en décembre 2014 en matière de lanceurs.
