Elle montre que dans la plupart des pays les salaires constituent la principale source de revenus pour les ménages dont au moins un des membres est en âge de travailler, et elle désigne l'évolution des salaires et de l'emploi rémunéré comme les principaux facteurs à l'origine des récentes tendances en matière d'inégalité. Le rapport se penche aussi sur les écarts de salaires entre les différentes catégories: entre hommes et femmes, migrants et ressortissants nationaux, travailleurs de l'économie informelle et du secteur formel. Il est possible de corriger les inégalités par des politiques qui influencent, directement ou indirectement, la distribution des salaires, ainsi que par la redistribution fiscale. Toutefois, une augmentation des inégalités sur le marché du travail demanderait des efforts accrus pour réduire les inégalités via l'impôt et les transferts sociaux. Le rapport met donc l'accent sur la nécessité de mener une action politique combinée qui repose sur le salaire minimum, une négociation collective renforcée, des interventions pour éliminer les écarts de rémunération entre catégories de salariés, la promotion de l'emploi rémunéré et la redistribution grâce aux impôts et aux transferts.
