Available in PDF, EPUB and Kindle. Book excerpt: Belgium has a unique place in the history of migration in that it was the first among industrialized nations in Continental Europe to develop into an immigrant society. In the nineteenth century Italians, Jews, Poles, Czechs, and North Africans settled in Belgium to work in industry and commerce. They were followed by Russians in the 1920s and Germans in the 1930s who were seeking a safe haven from persecution by totalitarian regimes. In the nineteenth century immigrants were to a larger extent integrated into Belgian society: they were denied political rights but participated on equal terms with Belgians in social life. This changed radically in the twentieth century; by 1940 the rights of aliens were severely curtailed, while those of Belgian citizens, in particular in the social domain, were extended. While the state evolved into a "welfare state" for its citizens it became more of a police state for immigrants. The state only tolerated immigrants who were prepared to carry out those jobs that were shunned by the Belgians. Under the pressure of public opinion, an exception was made in the cases of thousands of Jewish refugees that had fled from Nazi Germany. However, other immigrants were subjected to harsh regulations and in fact became the outcasts of twentieth-century Belgian liberal society. This remarkable study examines in depth and over a long time span how (anti-) alien policies were transformed, resulting in an illiberal exclusion of foreigners at the same time as democratization and the welfare state expanded. In this respect Belgium is certainly not unique but offers an interesting case study of developments that are characteristic for Europe as a whole.

Book excerpt: How France's elites used soft power to pursue their imperial ambitions in the nineteenth century After Napoleon's downfall in 1815, France embraced a mostly informal style of empire, one that emphasized economic and cultural influence rather than military conquest. A Velvet Empire is a global history of French imperialism in the nineteenth century, providing new insights into the mechanisms of imperial collaboration that extended France's power from the Middle East to Latin America and ushered in the modern age of globalization. David Todd shows how French elites pursued a cunning strategy of imperial expansion in which conspicuous commodities such as champagne and silk textiles, together with loans to client states, contributed to a global campaign of seduction. French imperialism was no less brutal than that of the British. But while Britain widened its imperial reach through settler colonialism and the acquisition of far-flung territories, France built a "velvet" empire backed by frequent military interventions and a broadening extraterritorial jurisdiction. Todd demonstrates how France drew vast benefits from these asymmetric, imperial-like relations until a succession of setbacks around the world brought about their unravelling in the 1870s. A Velvet Empire sheds light on France's neglected contribution to the conservative reinvention of modernity and offers a new interpretation of the resurgence of French colonialism on a global scale after 1880. This panoramic book also highlights the crucial role of collaboration among European empires during this period—including archrivals Britain and France—and cooperation with indigenous elites in facilitating imperial expansion and the globalization of capitalism.

Book excerpt: "The Duel on the Beach" is a seafaring adventure novel by the famed Anglo-Italian author Rafael Sabatini. Like the author's earlier book 'Captain Blood', it focuses on piracy in the seventeenth century Caribbean. When Major Sands left Barbados after the death of the governor, Sir John Harradine, he had every reason to congratulate himself that the fortune which he had gone overseas to seek was at last within his reach. For homing with him on the fine ship Centaur was the late governor's daughter, sole heiress to the considerable wealth which Sir John had amassed during his term of office. The long voyage before them with its constant association must afford him opportunities of contriving that the lady and her fortune should be contracted to him by the time they reached Plymouth. But when a French naval officer Monsieur de Bernis takes an interest in the young lady, a collision between the two men is inevitable...

Available in PDF, EPUB and Kindle. Book excerpt: The migration movements of the 20th century have led to an increased interest in similarly dramatic population changes in the preceding century. The contributors to this volume - legal scholars, sociologists, political scientist and historians - focus on migration control in the 19th century, concentrating on three areas in particular: the impact of the French Revolution on the development of modern citizenship laws and on the development of new forms of migration control in France and elsewhere; the theory and practice of migration control in various European states is examined, focusing on the control of paupers, emigrants and "ordinary" travelers as well as on the interrelationship between the different administrative levels - local, regional and national - at which migration control was exercised. Finally, on the development of migration control in two countries of immigration: the United States and France. Taken altogether, these essays demonstrate conclusively that the image of the 19th century as a liberal era during which migration was unaffected by state intervention is untenable and in serious need of revision.

Book excerpt: Margaret Mead collaborated with her long-time colleague Rhoda Métraux in this unique study of French culture. The Hoover Institute at Stanford University originally published this volume, which grew out of the Columbia University project on Research of Contemporary Cultures in 1954. It is one of the few works by American social scientists dealing with broad themes of French life. Mead and Métraux present a vivid picture of the French starting with the organization of the house and its architecture, and drawing original conclusions for the structure of French families and overall cultural values. This work, long out of print, is a fascinating and penetrating portrait of a contemporary European society.

Book excerpt: The Habsburg courtier Charles-Joseph Prince de Ligne seduced and symbolized eighteenth-century Europe. Speaking French, the international language of the day, he travelled between Paris and St Petersburg, charming everyone he met. He stayed with Madame du Barry, dined with Frederick the Great and travelled to the Crimea with Catherine the Great. But Ligne was more than a frivolous charmer. He participated in and recorded some of the most important events and movements of his day: the Enlightenment; the struggle for mastery in Germany; the decline of the Ottoman Empire; the birth of German nationalism; and the wars to liberate Europe from Napoleon. He had surprisingly radical views, believing for example in property rights for women, legal rights for Jews and the redistribution of wealth. He was also a highly respected writer and his books on gardens, his letters from the Crimea and his epigrams are considered minor classics of French literature.
