In addition to providing the Air Force with greater flexibility for operations, the EAF concept seeks to reduce personnel "turbulence" while controlling peace- time costs. RAND's EAF combat support research evaluates how alternative support structures, technologies, and methods affect EAF capabilities. Nearly all the issues that have led the Air Force to adopt the EAF concept are present in intermediate maintenance operations for Low Altitude Navigation Targeting Infrared for Night (LANTIRN) pods. LANTIRN support easily lends itself to new structures such as consolidation that may improve the effectiveness and efficiency of the EAF support system: Such new repair structures may help the Air Force cut turbulence and provide more stable deployments for LANTIRN support personnel. Research on LANTIRN support issues can also offer insights on dealing with issues relating to aging equipment and technology obsolescence.

Book excerpt: This report examines alternative Low Altitude Navigation Targeting Infrared for Night (LANTIRN) intermediate maintenance operations and explores the implications of support equipment investments in conjunction with various logistics concepts. This study builds on a series of RAND research projects on the evolving ACS system and considers the implications of decisions based on capabilities rather than costs. We address recurring labor and transportation costs; in- vestment costs associated with the options assessed were not avail- able at the time of this study. The LANTIRN system consists of two pods (navigation and targeting) employed by F-16s and F-15Es. The alternative support structure options range from the current decentralized practice of deploying intermediate maintenance with the fighting units to a network of consolidated support locations (or even a single location). Support equipment upgrades, policies, and capabilities combine with these structure options to form a rich array of possibilities from which the Air Force can choose the best ACS system to meet uncertain scenarios. Our goal is to highlight the key issues affecting these alternatives and to illustrate some of the tradeoffs the Air Force faces in making these decisions.

Book excerpt: In the years to come, the effectiveness of the Expeditionary Aerospace Force will pivot largely on the support system that underlies it, termed the Agile Combat Support (ACS) system. One key component of the ACS system is the electronic countermeasure (ECM) pod system. Accordingly, this documented briefing outlines the findings of a study that assessed the utility of the Reliability, Availability, and Maintainability of Pods (RAMPOD) database as an analytical tool in support of the ECM pod system. The study found that RAMPOD has significant potential for supporting ECM pod analysis, particularly in the tracking and displaying of trends for pod removal, repair times, and in-shop queue. The study also found a significant number of missing data elements that could adversely affect the efficacy of the RAMPOD system. In addition, the RAMPOD data warehouse was found to contain data that couldn't be readily accessed through the current web-based tool.

Book excerpt: This monograph describes the new modeling approach developed to construct the CONUS CIRF network designs and presents detailed results from the specific analyses. The analyses are based on F-15, F-16, and A-10 aircraft force structure bed-downs resulting from the Defense Base Closure and Realignment Commission's 2005 recommendations. For the three aircraft types, all CONUS active duty bases, Air National Guard (ANG) installations, and Air Force Reserve Command (AFRC) installations possessing combat-coded or training aircraft, along with some Air Force Materiel Command (AFMC) bases, were used as locations to be supported by CIRF networks. CIRF network designs were constructed for aircraft engines (TF34, F100, F110), electronic warfare (EW) pods (ALQ-131, ALQ-184), Low Altitude Navigation and Targeting Infrared for Night (LANTIRN) navigation (AN/AAQ-13) and targeting pods (AAQ-14s), and F-15 avionics line replaceable units (LRUs). This set of commodities was chosen because previous analyses (many of which were performed at RAND) had suggested that they afforded the largest potential savings from consolidated maintenance. Tasking scenarios considered in these analyses included normal peacetime training and readiness, Air and Space Expeditionary Force (AEF) deployment taskings, and major regional conflict (MRC) taskings.
