Tobacco use also creates considerable economic costs, from greater spending on health care to treat the diseases it brings on in users and those exposed to tobacco smoke to the lost productivity resulting from the premature deaths it causes. Of all the many interventions for reducing tobacco use, a significant increase in tobacco product taxes and prices has been demonstrated to be the single most effective and cost-effective intervention, particularly among the poor and the young. At the same time, because of the inelasticity of demand for tobacco products in most countries and the low share of tax in price in many, significant increases in tobacco taxes generate significant increases in the revenues generated by these taxes. This technical manual aims to help governments achieve both objectives by identifying a set of "best practices" for tobacco taxation. It documents governments' existing approaches to tobacco taxation, discusses barriers to using tobacco taxes to achieve health and revenue objectives, and provides case studies of effective tobacco tax administration. This manual is intended to be useful to tax administrators at the Ministry of Finance level by making them aware of the practices used and challenges faced by other countries. By contrast to many other commodities, taxes comprise a substantial portion of the retail price of cigarettes in the United States and most other nations. Large tax differentials between jurisdictions increase incentives for participation in existing illicit tobacco markets. In the United States, the illicit tobacco market consists mostly of bootlegging from low-tax states to high-tax states and is less affected by large-scale smuggling or illegal production as in other countries. In the future, nonprice regulation of cigarettes - such as product design, formulation, and packaging - could in principle, contribute to the development of new types of illicit tobacco markets. Understanding the U.S. Illicit Tobacco Market reviews the nature of illicit tobacco markets, evidence for policy effects, and variations among different countries with a focus on implications for the United States. This report estimates the portion of the total U.S. tobacco market represented by illicit sales has grown in recent years and is now between 8.5 percent and 21 percent. This represents between 1.24 to 2.91 billion packs of cigarettes annually and between $2.95 billion and $6.92 billion in lost gross state and local tax revenues. The report reviews the existing literature on tobacco use patterns, developmental biology and psychology, health effects of tobacco use, and the current landscape regarding youth access laws, including minimum age laws and their enforcement. Smokers largely reflects more people of smoking age, high levels of consumer income, and heavier ship ments for use by the armed forces. These same factors appear likely to result in a further modest increase in total cigarette consumption in 1968. Cigarette consumption per capita (18 years and over) in 1967 is estimated at h,295 (21u% packs)-slightly above 1966 and second only to 1963, when it was u,3us. (see table 2. Average consumption per smoker would exceed this per capita measure.) Manufacturers raised cigarette prices in early June this year. The June indexes of consumer prices for cigarettes reported by the Bureau of Labor Statistics did not fully reflect the rise in retail prices expected as the result of the advance in manu facturers' prices. The consumer price indexes for cigarettes are reported quarterly, and the September indexes will reflect the full effect of the early June advance in wholesale prices of cigarettes. The percentage rise in manufacturers' prices (less the Federal excise tax and trade discounts) was about 5 percent, and the increase in cigarette prices at the consumer level was probably 25 to 3 percent. Retail prices of cigarettes in several States have risen recently, due to in creased tax rates. Effective August 1, California increased its cigarette tax from 3 to 7 cents per pack; a further rise to 10 cents per pack becomes effective October 1, 1967. Illinois raised its cigarette tax from 7 to 9 cents effective August 1. Other States that recently raised their cigarette tax rates included Iowa, Maine, New Hamp shire, Tennessee, and wyoming. All States, except North Carolina, tax cigarettes. The weighted average rate of State cigarette taxes-about cents per pack as of Octo her 1, 1967-is 10 percent higher than a year ago. A substantial number of city and local governments also tax cigarettes. The Federal tax on cigarettes is 8 cents per pack.
