It is a fact, familiar to every agent of experience, that the station man is de pended upon by his superior oficers not merely for a proper knowledge and application of his company's rules, but, in addition, for information and for well advised opinions on a multitude of matters not covered by those rules; and the agent is well aware of the fact that his services are of value to his company very much in proportion as he is able to meet this additional de mand. Furthermore, in recent years, legislation regard ing railway matters has been such that the agent has been rendered in a measure independently responsible, so that it behooves him to become informed as to condi tions under which he is placed, not by his company in the first instance, but by federal and state laws. And, again, the public whom the railway serves looks to the agent as its chief informant and adviser in matters relating to the business of shipping and of traveling. In general, the tendency of circumstances a tendency that is undoubtedly increasing in strength is toward the necessity of the agent's being not merely a hired servant of his company but an all-round, intelligent, capable individual person. It is in accordance with, if not in consequence of, this tendency that schools have in recent years been established and are being established to fit men for the really intelligent understanding and performance of duties connected with railway service in general. The present work aims to contribute some thing towards meeting the demand involved in this tendency, so far as station service is concerned. The substance of the work was first made public in a short course of lectures delivered by invitation before the class in Railway Administration at Michigan University in the autumn of 1909; and it is the hope of the author that the work as here presented may be found of use to classes in railway administration in other institutions, as well as to railway agents in general, to shippers in some degree, and to the general student of railway matters. The matter of the book has been derived mostly through an experience of a dozen or more years on two leading lines of the West, no written work cover ing precisely the field of the book having fallen into the author's hands. For the faults almost inevitable in a first attempt of this sort the writer would ask a reasonable indulgence. On many railroads the service is conducted so smoothly that the public seldom hears of 'any trouble. On all the roads the disturbances are among the freight conductors and brakemen almost exclusively. This class includes the ao-called switchmen. The station agents and many other classes never strike, though their pay is smaller, in proportion to the skill demanded, than that of train men. The pas senger train men generally do not join the freight men. The Pennsylvania road rarely has a strike. It has an insurance department through which the company grants the employees actual gra tuities of or a year, besides affording incidental benefits. The Baltimore Ohio has a similar department, older than the Pennsylvania's. The Chicago, Burlington 8: Quincy and the Philadelphia Reading have started these departments. The Boston Albany and other roads. Employing to men each, have had no strike of any consequence in many years. A number of prominent companies pay premiums to the foremen of track repairs. There will also be found a deficiency of pro-arrangement with expedients brought in at the finish to repair oversights. It is useless to look for much organisation having been provided to facilitate on the next occasion the systematic execution of the same work, and as a consequence he has to again go over the same entire programme. Now, take the Frenchman, he surrounds his work with a series of troublesome checks, and to obtain checks he duplicates the work and employs extra men, regardless of cost or speed. His motto seems to be certainty, and he sacrifices time and money to accomplish this end. He trusts to organisation rather than discretion, hence the insti tution flourishes more than the individual. With a limited power of discretion, expedients can have very little play. Whenever a difficulty arises where the enterprise of the American leads him to apply an expedient, the Frenchman pauses and introduces system. The one aims at bringing everything within the scope of his law, while the other hates all law and considers his own ingenuity superior to such a necessity. As a class, railway men work harder and longer, and have a more difficult and complicated kind of work than perhaps falls to the lot of any other kind of business men that can be named. The multiplicity of detail, the necessity for quick judgment, and the inability to clear matters at once, owing to the work being spread so widely over the country, contribute to harass railway men and to take up the whole of their time with current matters. Pressure of events and the necessity of pushing on each day's work to meet the public requirements, moulds the man in the gap more or less into a creature of expedients. He must meet immediate demands, or some one else becomes the man for the situation, and under this pressure he not unfrequently becomes the parent of loose patchwork organisation and slip-shod work. He too often clutches hold of anything that enables him to produce an immediate result, but which anything is not always sound and durable. When it is considered that there are men all over the country unavoidably doing this kind of thing, can it be wondered at that we have patchwork organisation. Tere you multiply minutiae not strictly subject to the leading principles of the organisation, it becomes like the growth of some excrescence upon the system, and certainly does not bring with it sound healthy progress. The author's efforts to cover a field heretofore not specifically treated, have resulted in the following pages. The general plan of "Freight Terminals and Trains" has been followed. While there must be some interlocking of allied branches, duplication has been avoided wherever practicable, and the work arranged with a view to producing two companion volumes covering the operation of freight- and passenger-train service, the design, construction and maintenance of terminals and accessories, with a discussion of the plans of organization and operating methods co-incident thereto. To describe all existing passenger terminals was, of course, out of the question. It has been the aim, therefore, to include only such descriptions, views and plans as embody typical or unique features, possessing educational value. Consequently, some of the larger and more important terminals have been omitted while others of seemingly less importance have been included. In a field where there is such a diversity of opinion and practice, and where "standard practice" is yet to be established, it has seemed advisable to include all possible information and to quote freely from the published views of experts, both those in confirmation of and those conflicting with the views of the author. The rear head carries a blow-off flange of about same Size as the feed flange, and a manhead curved to fit the head, the man hole supported by a strengthening ring outside. On each side of the shell a square bar, the tile-bar, rests loosely in flat hooks riveted to the shell. This bar supports the side tiles whose other ends rest on the side walls, thus closing in the furnace or flue on top. The tsp of the tile bar is two inches below low water line. The bars rise from front to rear at the rate of one inch in twelve. When the boiler is set, they must be exactly level, the whole boiler being then on an incline, i. There were three of them. Roberta was the eldest. Of course, Mothers never have favourites, but if their Mother had had a favourite, it might have been Roberta. Next came Peter, who wished to be an Engineer when he grew up; and the youngest was Phyllis, who meant extremely well. Mother did not Spend all her time in paying dull calls to dull ladies, and sitting dully at home waiting for dull ladies to pay calls to her. She was almost always there, ready to play with the children, and read to them, and help them to do their home-lessons. Besides this she used to write stories for them while they were at school, and read them aloud after tea, and she always made up funny pieces of poetry for their birthdays and for other great occasions, such as the christening of the new kittens, or the refurnishing of the doll's house, or the time when they were getting over the mumps.
