Book excerpt: This three-part report begins a series of studies mandated by Congress under various sections of the Railroad Revitalization and Regulatory Reform Act of 1976 to determine the best means for rehabilitating and revitalizing the nation's railroads. It is produced in accordance with Section 503(b) and is intended to provide a means of classifying the lines of the Class I railroads of the U.S. to serve a number of purposes under the Act. The prime purpose is to categorize the lines according to reasonable measures of priority so that investments in track can be directed where they will do the most good. Standards used by DOT for priority include traffic density, service to major markets, levels of capacity and national defense. Volume I established a preliminary set of categories and designation for public review, and contains three appendices. Volume II has individual line designations by state and a national map. Additions and corrections are in a separate pamphlet.

Book excerpt: Faced with increasing challenges, railways around Europe have recently undergone major reforms aiming to improve the efficiency and competitiveness of the railway sector. New market structures such as vertical separation, deregulation and open access can allow for reduced public expenditures, increased market competition, and more efficient railway systems. However, these structures have introduced new challenges for managing infrastructure and operations. Railway capacity allocation, previously internally performed within monopolistic national companies, are now conferred to an infrastructure manager. The manager is responsible for transparent and efficient allocation of available capacity to the different (often competing) licensed railway undertakings. This thesis aims at developing a number of methods that can help allocate capacity in a deregulated (vertically separated) railway market. It focuses on efficiency in terms of social welfare, and transparency in terms of clarity and fairness. The work is concerned with successive allocation of capacity for publicly controlled and commercial traffic within a segmented railway market. The contributions include cost benefit analysis methods that allow public transport authorities to assess the social welfare of their traffic, and create efficient schedules. The thesis also describes a market-based transparent capacity allocation where infrastructure managers price commercial train paths to solve capacity conflicts with publicly controlled traffic. Additionally, solution methods are developed to help estimate passenger demand, which is a necessary input both for resolving conflicts, and for creating efficient timetables. Future capacity allocation in deregulated markets may include solution methods from this thesis. However, further experimentations are still required to address concerns such as data, legislation and acceptability. Moreover, future works can include prototyping and pilot projects on the proposed solutions, and investigating legal and digitalisation strategies to facilitate the implementation of such solutions. Nya marknadsstrukturer såsom vertikal separering, avreglering och öppet tillträde för flera operatörer kan möjliggöra minskade offentliga kostnader, ökad marknadskonkurrens och effektivare järnvägssystem. Denna omreglering av järnvägsmarknaderna har dock skapat nya utmaningar för hanteringen av järnvägsinfrastruktur och drift. Tilldelning av järnvägskapacitet, vilket tidigare sköttes inom nationella monopolföretag, måste nu göras av en infrastrukturförvaltare (infrastructure manager). Förvaltarens kapacitetstilldelning till olika (ofta konkurrerande) licensierade järnvägsföretag (railway undertakings) måste samtidigt vara transparent, rättvis och leda till ett effektivt kapacitetsutnyttjande. I denna avhandling utvecklas metoder som kan användas av en infrastrukturförvaltare för att tilldela kapacitet i en avreglerad järnvägsmarknad. Den fokuserar på samhällsekonomiskt effektiva utfall men även transparens, tydlighet och rättvisa. Avhandlingens bidrag omfattar samhällsekonomiska analysmetoder som gör det möjligt för regionala kollektivtrafikmyndigheter att bedöma den samhällsekonomiska effektiviteten för deras trafikering och skapa ett effektivt utbud. Med dessa metoder som utgångspunkt beskrivs en marknadsbaserad och transparent tilldelningsprocess för kapacitet där infrastrukturförvaltare prissätter kommersiella tåglägen för att lösa kapacitetskonflikter med offentligt kontrollerad trafik. Dessutom utvecklas optimeringsmetoder för att estimera passagerarefterfrågan och för att skapa effektiva tågtidtabeller. Framtida kapacitetstilldelning på avreglerade marknader kan inkludera lösningsmetoder från denna avhandling. Ytterligare experiment krävs dock fortfarande för att hantera problem såsom data, lagstiftning och godtagbarhet. Book excerpt: This NAO report examines how effectively the Strategic Rail Authority/Department for Transport and Network Rail turned around the West Coast programme between 2002 and 2006 in terms of delivering outputs and expected outcomes in line with the schedule and targets set by the government and set out in the West Coast Main Line Strategy of June 2003. Three areas were examined in detail: how the Strategic Rail Authority/Department of Transport and Network Rail addressed the weaknesses in programme management before 2002 to achieve delivery to schedule; whether costs have been brought under control; whether the programme is delivering its anticipated benefits. A number of findings and conclusions have been set out, including: that the SRA and Network Rail did turn around the programme through an industry-supported strategy, reducing technology risk through reliance on conventional signalling for most of the upgrade; there were some implementation problems in two areas, axle counters and computer-based interlocking signalling, which resulted in an increase in costs; in general, Network Rail's control of costs has improved, but an analysis of its reported and forecast expenditure shows a final programme spend of £8.6 billion, with an overspend of around £300 million; for renewal work on the west coast route, Network Rail is within its overall funding allowance and on course to achieve 70% of the £940 million cost efficiencies assumed by the rail Regulator; at present the Strategic Rail Authority provides subsidies on an annual basis to Virgin West Coast of £590 million in 2005-06 period, this amount represents a payment needed to maintain train services and is outside the £8.6 billion; the project has delivered journey time improvements, with punctuality and train reliability on the West Coast having improved since 2005; in the 2005-06 period, passenger journeys on Virgin West Coast grew by over 20%, and the remaining work on the programme to 2009 will increase passenger train and freight capacity, but the consensus in the rail industry is that around 2015 to 2020, the line will have insufficient capacity to sustain current levels of growth in passenger and freight traffic; the overall strategy has delivered passenger benefits from a modernised track, but value for money for the programme has not been maximised. The report sets out a number of recommendations, including: that the Department in future should model and appraise costs and benefits for different options for the timing of delivery of the project; that the Department and the Office of Rail Regulation should further develop standard definitions for costs for different stages and elements of transport projects; where projects propose new technology at significant cost, the Department and ORR should ensure that Network Rail draws up a supporting business case, addressing costs, benefits and possible challenges along with a supporting implementation and maintenance strategy; the ORR should ensure Network Rail progresses its plans and adopts best practice strategy, and this approach should include a company-wide strategy that addresses whole life costs in its investment appraisal/project business cases, along with improved recording of maintenance and renewals costs for its equipment.
