Book excerpt: This report examines the environmental and human health impacts from wastes dumped into the Arctic and North Pacific regions, from nuclear contaminants discharged into these environments, and from radioactive releases from both past and future nuclear activities in the region. The report presents what is known and unknown about this waste and contamination and how it may affect public health. Because so many factors are involved and science cannot provide absolute answers to many questions, this study emphasizes the need for care, caution, awareness, and prudence. It also stresses the need for a stable and enduring institutional framework and international cooperation for long term observation and monitoring.

Book excerpt: Risk assessment has come to assume acute importance in the former Soviet Union since money is so scarce, yet the needs for cleanup are so huge. Other factors contribute to this situation, too: New leaders are still emerging, and governmental structures are still evolving. This creates a particular difficulty for environmentalists who attempt to become involved in the risk assessment process. New information continues to surface on the fallout from Chernobyl and its consequences for human health. Scientists are still debating the effects of low doses of radiation delivered over a long period of time. This type of contamination is especially prevalent in the Russian North, for example, as a result of the dumping of nuclear submarine reactors into the Kara and Barents Seas. This book examines the complexities of risk assessment in the FSU at this unique time in history.

Book excerpt: Behind the Nuclear Curtain paints a striking picture of the USSR and now former Soviet Union (FSU) nuclear waste management activities, tracing the evolution of what is likely the world's largest nuclear waste management problem. It draws on information from hundreds of sources as well as the author's first-hand knowledge of nuclear waste-related events in Russia. It represents the largest compilation ever on nuclear waste management practices, past and present, in the former Soviet Union, covering uranium mining, milling, and enrichment as well as reprocessing and disposal.

Book excerpt: Although several countries dispose of their radioactive waste in the world's oceans, recent revelations by the former Soviet Union concerning disposal of radioactive waste in the shallow water of the Kara Sea have created widespread environmental concern. The Yablokov Report or the White Book is the official Russian documentation of source locations, the time of dumping and the amounts and types of radioactive materials that have been dumped. The report states that low level liquid waste was dumped into the Kara and Barents Seas with lesser amounts dumped into the White Sea and the Baltic. Low to intermediate waste was dumped into the Kara and Barents Seas. The material assumed the most environmentally hazardous was solid radioactive waste with spent nuclear fuel. Nuclear reactors containing the spent nuclear fuel were deposited along the eastern coast of Novaya Zemlya island in water with average depths between 20-40 m. Major river/estuary systems located in the Kara and Barents Seas, particularly the larger Ob and Yenisei rivers as well as the smaller Pechora river, are additional sources. The disposal of liquid radioactive waste at the Sellafield site in the Irish Sea has also been suggested as a source of radioactivity for the Barents and the Kara Sea.

Available in PDF, EPUB and Kindle. Book excerpt: Most studies of environmental regimes focus on the use of power, the pursuit of rational self-interest, and the influence of scientific knowledge. Lasse Ringius focuses instead on the influence of public ideas and policy entrepreneurs. He shows how transnational coalitions of policy entrepreneurs can build environmental regimes and how global environmental nongovernmental organizations can act as catalysts for regime change. This is the first book-length empirical study of the formation of the global ocean dumping regime in 1972 and its subsequent development, which culminated in the 1993 global ban on the dumping of low-level radioactive waste at sea. Ringius describes the structure within which global ocean dumping policy, particularly policy with regard to the disposal of radioactive waste, is embedded. He also examines the political construction of ocean dumping as a global environmental problem, the role of persuasion and communication in an international setting, and the formation of international public opinion. He does not argue that the influence of ideas alone explains how regimes develop, but claims that it is necessary to understand how actors, interests, and ideas together influence regimes and international environmental policy.

It considers the present and future potential for spreading of radionuclear pollution from sources such as from the major Russian processing plants as well as from European sources such as the UK Sellafield plant. The book combines the expertise of professionals from the radionuclear and climate-change sciences.
