Nowhere are religious thought and political practice more closely intertwined than in Africa. African migrants in Europe and America who send home money to build churches and mosques, African politicians who consult diviners, guerrilla fighters who believe that amulets can protect them from bullets, and ordinary people who seek ritual healing: all of these are applying religious ideas to everyday problems of existence, at every level of society. Far from falling off the map of the world, Africa is today a leading centre of Christianity and a growing field of Islamic activism, while African traditional religions are gaining converts in the West. One cannot understand the politics of the present without taking religious thought seriously. Stories about witches, miracles, or people returning from the dead incite political action. In Africa religious belief has a huge impact on politics, from the top of society to the bottom. Religious ideas show what people actually think about the world and how to deal with it. Ellis and Ter Haar maintain that the specific content of religious thought has to be mastered if we are to grasp the political significance of religion in Africa today, but their book also informs our understanding of the relationship between religion and political practice in general.

Book excerpt: For much of the twentieth century, France recruited colonial subjects from sub-Saharan Africa to serve in its military, sending West African soldiers to fight its battles in Europe, Southeast Asia, and North Africa. In this exemplary contribution to the “new imperial history,” Gregory Mann argues that this shared military experience between France and Africa was fundamental not only to their colonial relationship but also to the reconfiguration of that relationship in the postcolonial era. Mann explains that in the early twenty-first century, among Africans in France and Africa, and particularly in Mali—where Mann conducted his research—the belief that France has not adequately recognized and compensated the African veterans of its wars is widely held and frequently invoked. It continues to animate the political relationship between France and Africa, especially debates about African immigration to France. Focusing on the period between World War I and 1968, Mann draws on archival research and extensive interviews with surviving Malian veterans of French wars to explore the experiences of the African soldiers. He describes the effects their long absences and infrequent homecomings had on these men and their communities, he considers the veterans’ status within contemporary Malian society, and he examines their efforts to claim recognition and pensions from France. Mann contends that Mali is as much a postslavery society as it is a postcolonial one, and that specific ideas about reciprocity, mutual obligation, and uneven exchange that had developed during the era of slavery remain influential today, informing Malians’ conviction that France owes them a “blood debt” for the military service of African soldiers in French wars.

Similarly, both scholars and activists have shown interest in how associational life-and with it a civil society-might be enhanced in the countries of the African continent. Much less concern, however, has been directed to the communications media, although they form a vital part of this process. Media and Democracy in Africa provides the first comprehensive and up-to-date assessment of the role of the media in political change in sub-Saharan Africa. The central argument of the volume is that while the media may still be relatively weak compared to their positions in liberal democracies, they have come to play a much more important role than ever before since independence. Although they have not yet demonstrated sufficient effectiveness as public watchdogs and agenda setters, they have succeeded in creating new communicative spaces for people who have previously been intimidated or silent. Building on this the contributors argue that a different conceptualization of democratization than the mainstream currently uses may be necessary to capture the process in Africa where it is characterized by contestation rather than consolidation. This volume shows that the media scene in Africa is diverse. It stretches from the well-developed and technologically advanced situation in South Africa to the still fledgling media operations that are typical in sub-Saharan Africa. In these countries, print media as well as television and radio are just beginning to take their place in society and do so using simple and often outdated technology. The volume also examines how these growing outlets are supplemented by informal media, the so-called radio trottoir, or rumor mill whereby the autocratic and bureaucratic direction of public affairs are subject to private speculation and analysis. Media and Democracy in Africa is organized to provide a historical perspective on the evolution of the African media, placing the present in the context of the past, including both colonial and post-colonial experiences.
