Book excerpt: Radar detection of aircraft on a particular scan depends in large measure on the clutter return from the target's range cell. The distribution of clutter reflectivities is often so wide that variations of many dB in signature or threshold of detection correspond to changes of only a few percent in PD (probability of detection). Thus, where clutter variability is large, it must be included to avoid errors. However, large clutter variability when included will tend to overwhelm the uncertainties from other sources such as human performance. This may allow simplified treatment of these other sources. We find that the broad distribution of radar returns from environmental features leads to clutter limited detection probabilities that approach unity slowly as range decreases, rather than abruptly as in the noise limited case.

Book excerpt: The objective of this program was to prepare a clutter research plan for Army air defense weapons that encompasses the anticipated methods of employment of these weapons, as well as the problems associated with the introduction of new radar technology in these systems. Specifically, the investigations included studies of the physics of electromagnetic scattering from rough surfaces, a definition of clutter problems as related to innovations in radar technology such as electronic beam steering, signal processing and design, computer technology, study of clutter models and simulation techniques, and a study of clutter effects in a radar defense complex. Probability density functions, correlation functions and doppler spectra of clutter signals are derived for the configuration in which only a few major scatterers are present. Results are presented for both coherent and noncoherent detection. Methods of simulating clutter, using both analog and digital approaches, are described. Emphasis is placed on advanced forms of simulators such as would be required for evaluation of future multi-dimensional radar systems rather than on additive filtered noise for the simulation of clutter. The simulation techniques are based on two suggested generic forms of clutter models, called open-loop and closed loop. Because of the greater flexibility of closed-loop simulation, this is presented in greater detail. Techniques for performing radar clutter measurements are described and some of the significant problems, related primarily to terrain and cultural observables, are discussed. Clutter problems as related to radar systems and innovations in radar technology, such as electronically steered phased arrays, are also described. (Author).

The fundamental issues that need to be addressed in the weak signal detection problem are radar clutter modeling, simulation and distribution approximation. These issues are easily addressed when the clutter is a correlated Gaussian random process. However, these issues have not received much attention when the clutter is a correlated non-Gaussian random process. This thesis addresses the problem of modeling, simulation and distribution approximation of correlated non-Gaussian radar clutter. The theory of spherically invariant random processes is used for statistical characterization of non-Gaussian radar clutter. Several examples of multivariate probability density functions arising from spherically invariant random processes are presented. A new result which uniquely characterizes the multivariate probability density functions arising from spherically invariant random processes is obtained. Two new canonical computer simulation procedures are developed in order to simulate radar clutter that can be described by spherically invariant random processes. Finally, a new algorithm is used to address the problem of distribution identification of the clutter using relatively small sample sizes. This technique makes use of the result which uniquely characterizes the multivariate probability density functions arising from spherically invariant random processes and reduces the multivariate distribution approximation problem to an equivalent univariate distribution approximation problem resulting in a major simplification of processing.
