Aucune des réformes envisagées, dans la première partie, n’a de sens si elle ne s’accompagne d’un renforcement des capacités institutionnelles des états africains. Or, le renforcement des capacités institutionnelles des états ne transite pas nécessairement par le cadre national comme en témoigne la deuxième partie de l’ouvrage consacrée à l’OHADA.
