A discussion of the reasons why opioids continue to be underprescribed or difficult to obtain is followed by an explanation of the Single Convention on Narcotic Drugs.

That concept is mediated by history, cultural practices, and the contemporary world of the Cree, including their fundamental concerns about their land and culture.
