Les auteurs de ce rapport se rejoignaient sur un point : les banques centrales doivent tirer les leçons de la crise et la plus importante d'entre toutes est qu'elles n'ont pas été suffisamment attentives à la stabilité financière. Ils divergeaient toutefois quant à l'ampleur et aux modalités du changement à opérer. Aussi ce rapport se présentait-il sous la forme de deux approches (la première défendue par Christian Bordes, la seconde par Jean-Paul Betbèze, Jézabel Couppey-Soubeyran et Dominique Plihon), divergeant quant à la façon d'articuler la politique monétaire et la politique de stabilité financière. Les deux premières parties de cet ouvrage restituent ce débat. La différence de fond entre la première (partie 1) et la seconde approches (partie 2) se situe principalement à deux niveaux. Au niveau tout d'abord du principe de séparation entre politique monétaire et politique de stabilité financière que la première approche entend maintenir et que la seconde approche recommande, au contraire, d'abandonner. Au niveau ensuite de la gouvernance fondée sur l'indépendance, la transparence et la responsabilité que la première approche entend préserver au maximum alors que la seconde approche perçoit des changements nécessaires à ce niveau aussi. Un travail préalable d'enquête avait été mené à l'aide d'un questionnaire soumis à des économistes et à des banquiers centraux. Cet ouvrage en fait aussi la synthèse (partie 3).

Les banques ont jusqu'à 2019 pour respecter les nouvelles contraintes, etc. Alors, réelles avancées ou grands discours ? Pour certains, la réponse est déjà tranchée : d'un côté, les régulateurs et les dirigeants politiques qui, à les entendre, ont déjà changé le monde ; de l'autre, les pessimistes, les éternels insatisfaits, les contestataires professionnels. Entre les deux, ceux qui veulent juger sur pièces : un nouveau cadre réglementaire est en train de se mettre en place qui ne croit plus à l'auto-régulation des marchés et fait de la stabilité financière un objectif politique. Ce nouveau cadre va prendre quelques années pour être en place. Aussi insatisfaisant que cela soit, il nous faut encore attendre avant de le juger.

Book excerpt: Macro-prudential policies aimed at mitigating systemic financial risks have become part of the policy toolkit in many emerging markets and some advanced countries. Their effectiveness and efficacy are not well-known, however. Using panel data regressions, we analyze how changes in balance sheets of some 2,800 banks in 48 countries over 2000–2010 respond to specific macro-prudential policies. Controlling for endogeneity, we find that measures aimed at borrowers––caps on debt-to-income and loan-to-value ratios––and at financial institutions––limits on credit growth and foreign currency lending––are effective in reducing asset growth. Countercyclical buffers are little effective through the cycle, and some measures are even counterproductive during downswings, serving to aggravate declines, consistent with the ex-ante nature of macro-prudential tools.

Book excerpt: We present evidence of a risk-taking channel of monetary policy for the U.S. banking system. We use confidential data on the internal ratings of U.S. banks on loans to businesses over the period 1997 to 2011 from the Federal Reserve’s survey of terms of business lending. We find that ex-ante risk taking by banks (as measured by the risk rating of the bank’s loan portfolio) is negatively associated with increases in short-term policy interest rates. This relationship is less pronounced for banks with relatively low capital or during periods when banks’ capital erodes, such as episodes of financial and economic distress. These results contribute to the ongoing debate on the role of monetary policy in financial stability and suggest that monetary policy has a bearing on the riskiness of banks and financial stability more generally.
