Book excerpt: Comment éduquer démocratiquement à la démocratie ? L'éducation civique à l'école passe de l'éducation morale à l'éducation à la citoyenneté. Dans des textes officiels choisis entre 1882 et 2000, quels savoirs, quelles pratiques et quelles valeurs sont donnés dans la définition de cet enseignement, dans les attitudes demandées aux maîtres, dans la description de l'activité des élèves ? Six domaines de savoirs sont identifiés: la formation de bonnes habitudes, divers aspects de la justice, l'organisation administrative, l'organisation politique, les principaux devoirs de la vie familiale sociale, les relations internationales. Dans le champ des pratiques, les enseignants sont progressivement mis en demeure de passer d'une pédagogie du discours à une pédagogie de l'acte. La cohérence entre ce qu'enseignent les maîtres et leurs attitudes quotidiennes, dans les écoles, est interrogée. Le système des types de valeurs proposé par Schwartz constitue l'arrière plan théorique du questionnaire présenté durant l'année scolaire 1999/2000 à 167 élèves de CM2. Les données collectées montrent que les écoles coopératives éduquent aux valeurs et transmettent des valeurs du type universaliste. Neuf enseignants et trente élèves de trois écoles coopératives de la banlieue nord de Paris sont interviewés et observés. Les résultats confirment ceux obtenus par le questionnaire de Schwartz. Ils présentent, cependant, quelques écueils possibles. Le concept de démocratie d'apprentissage est alors proposé avec ses quatre exigences incontournables: l'application des principes de droit, une pédagogie de l'apprentissage, une éthique des enseignants et de l'autorisation.
