Under the AKP's neoliberal Islamic regime, Savcı shows, there has been a stark shift from a politics of multicultural inclusion to one of securitized authoritarianism. Drawing from ethnographic work with queer activist groups to understand how discourses of sexuality travel and are taken up in political discourse, Savcı traces the intersection of queerness, Islam, and neoliberal governance within new and complex regimes of morality. Savcı turns to translation as a queer methodology to think Islam and neoliberalism together and to evade the limiting binaries of traditional/modern, authentic/colonial, global/local, and East/West—thereby opening up ways of understanding the social movements and political discourse that coalesce around sexual liberation in ways that do justice to the complexities both of what circulates under the signifier Islam and of sexual political movements in Muslim-majority countries.

Book excerpt: In this thesis, I argue that queer identity is an assemblage. I demonstrate that heterogeneous actors, institutions, and productions are responsible for making queers knowable, tangible, and governable. Yet these processes are uneven, affecting different queers differently, are resisted, and change all the time. It is not simply that institutions (for example, the state) control queer lives and that they resist. Rather, everyday life, public encounters, banal objects, and subjective and physical experiences result in unique power relationships between queers and institutions. I support these claims by developing lines of governmentality theory, assemblage thinking, and queer theory. I apply these ideas to the case study of queer and trans people in contemporary Turkey. I draw upon archival and interview data to explore the ways the queers are materialized and the political consequences of these constructions. The first part of the thesis explores the genealogy of heteropatriarchal state-making, historically situating the embeddedness of the disavowal of queer others across Turkish institutions. The next two chapters explore the processes and components which give rise to the idea of queer and trans bodies, focusing on how institutions interact to define and marginalize queer others. I consider how the family, the state, Turkish Islam, and media establish negative understandings of queer bodies. I also explore how queer resistance emerges from this assembled experience of marginalization. This is demonstrated in my final chapter, wherein I consider the Gezi Park uprisings of 2013 as a kind of “queer common,” or a renegotiation of the queer assemblage. The queer common exemplifies the possibilities for resistance created alongside institutional acts of power. As an assemblage itself, this thesis foregrounds the fluctuating relationships between queer others and local, national, and global processes.

Sexuality politics, more so than gender-based theories, arrived late on the theoretical scene in part because sexuality and gender studies initially highlighted post-structuralist thinking, which was hardly accepted in mainstream political science. This book responds to a call for a more empirically motivated but also critical scholarship on this subject. It offers comparative case-studies from regional, cultural and theoretical peripheries to identify ways of rethinking IR. Further, it aims to add to critical theory, broadening the knowledge about previously unrecognized perspectives in an accessible manner. Being aware of preoccupations with the de-queering, disciplining nature of theory establishment in the social sciences, we critically reconsider IR concepts from a particular LGBTQ vantage point and infuse them with queer thinking. Considering the relative dearth of contemporary mainstream IR-theorizing, authors ask what contribution LGBTQ politics can provide for conceiving the political subject, as well as the international structure in which activism is embedded. Drawing from extensive ethnographic and archival research, interviews, and wide-ranging secondary sources, he highlights a politics that poses a two-tiered challenge to current thinking about modernity and Central Asia. First, asking why kinship divisions do not fade from political life with modernization, he shows that the state actually constructs clan relationships by infusing them with practical political and social meaning. By activating the most important quality of clans - their "concealability" - the state is itself responsible for the vibrant politics of these subethnic divisions which has emerged and flourished in post-Soviet Kazakhstan. Subethnic divisions are crucial to understanding how group solidarities and power relations coexist and where they intersect. But, in a second challenge to current thinking, Schatz argues that clan politics should not be understood simply as competition among primordial groups. Rather, the meanings attributed to clan relationships - both the public stigmas and the publicly proclaimed pride in clans - are part and parcel of this contest. Drawing parallels with relevant cases from the Middle East, East and North Africa, and other parts of the former USSR, Schatz concludes that a more appropriate policy may be achieved by making clans a legitimate part of political and social life, rendering them less powerful or corrupt by increasing their transparency. Political scientists, sociologists, anthropologists, policy makers, and others who study state power and identity groups will find a wealth of empirical material and conceptual innovation for discussion and debate.

Bush declared, “Either you are with us, or you are with the terrorists.” Bush’s assertion was not simply jingoist bravado—it encapsulates the civilizationalist moralism that has motivated and defined the United States since its beginning, linking the War on Terror to the nation’s settlement and founding. In Queer Terror, C. Heike Schotten offers a critique of U.S. settler-colonial empire that draws on political, queer, and critical indigenous theory to situate Bush’s either/or moralism and reframe the concept of terrorism. The categories of the War on Terror exemplify the moralizing politics that insulate U.S. empire from critique, render its victims deserving of its abuses, and delegitimize resistance to it as unthinkable and perverse. Schotten provides an anatomy of this moralism, arguing for a new interpretation of biopolitics that is focused on sovereignty and desire rather than racism and biology. This rethinking of biopolitics puts critical political theory of empire in dialogue with the insights of both native studies and queer theory. Building on queer theory’s refusal of sanctity, propriety, and moralisms of all sorts, Schotten ultimately contends that the answer to Bush’s ultimatum is clear: dissidents must reject the false choice he presents and stand decisively against “us,” rejecting its moralism and the sanctity of its “life,” in order to further a truly emancipatory, decolonizing queer politics.
