Available in PDF, EPUB and Kindle. Book excerpt: In this compelling legal and social history of the origins and development of drug laws in Australia, Desmond Manderson traces, in a lively and irreverent style, the gradual politicization of the drug law debate. He argues that the selective enactment of drug laws has been driven by fear, racism, powerful international pressures, and the vested interests of the medical profession, bureaucrats, and politicians, rather than by genuine concerns about the welfare of users. Behind the controversy that surrounds illegal drug use lie previously unexamined assumptions about how and why certain substances, such as opium, heroin, and cannibis, have been prohibited, while others, namely tobacco and alcohol, have not. Manderson boldly challenges these assumptions, while evaluating the power and efficacy of law as a means of achieving social change.

Book excerpt: In 1988 the United States Congress passed laws declaring improbably that the USA would be 'drug free' by 1995. In 1998 the United Nations General Assembly Special Session on Drugs committed itself to the implausible goal of eradicating the trade in heroin and cocaine within a decade—at a time when global heroin production had trebled and global cocaine production had doubled. Somewhere in Australia, almost every year for the past quarter-century, there has been a royal commission or other major official inquiry into the illicit drug industry. The Australian government spends millions of dollars on attempting to control the illicit drug trade. Almost 85 per cent of these funds are allocated to law enforcement; 5 per cent goes to treatment and 10 per cent to prevention and research. Meanwhile the drug industry in Australia grows bigger and richer every year, and as a result our rates of addiction, crime and death continue to rise. Drugs and Democracy examines Australia's unsuccessful attempts to control the illicit drug industry, and discusses how—within the confines of our liberal democratic values and culture—we could improve our strategies.

This book was released on 2016-09-03 with total page 171 pages. Available in PDF, EPUB and Kindle. Book excerpt: Estimates indicate that as many as 1 in 4 Americans will experience a mental health problem or will misuse alcohol or drugs in their lifetimes. These disorders are among the most highly stigmatized health conditions in the United States, and they remain barriers to full participation in society in areas as basic as education, housing, and employment. Improving the lives of people with mental health and substance abuse disorders has been a priority in the United States for more than 50 years. The Community Mental Health Act of 1963 is considered a major turning point in America's efforts to improve behavioral healthcare. It ushered in an era of optimism and hope and laid the groundwork for the consumer movement and new models of recovery. The consumer movement gave voice to people with mental and substance use disorders and brought their perspectives and experience into national discussions about mental health. However over the same 50-year period, positive change in American public attitudes and beliefs about mental and substance use disorders has lagged behind these advances. Stigma is a complex social phenomenon based on a relationship between an attribute and a stereotype that assigns undesirable labels, qualities, and behaviors to a person with that attribute. Labeled individuals are then socially devalued, which leads to inequality and discrimination. This report contributes to national efforts to understand and change attitudes, beliefs and behaviors that can lead to stigma and discrimination. Changing stigma in a lasting way will require coordinated efforts, which are based on the best possible evidence, supported at the national level with multiyear funding, and planned and implemented by an effective coalition of representative stakeholders. Ending Discrimination Against People with Mental and Substance Use Disorders: The Evidence for Stigma Change explores stigma and discrimination faced by individuals with mental or substance use disorders and recommends effective strategies for reducing stigma and encouraging people to seek treatment and other supportive services. It offers a set of conclusions and recommendations about successful stigma change strategies and the research needed to inform and evaluate these efforts in the United States.

Book excerpt: "In 2006, the Australian Institute of Criminology assessed the effectiveness of state and territory drug diverson programs established by the Illicit Drug Diversion Initiative (IDDI) to reduce illicit drug users' contact with the criminal justice system. This report examines programs run by policing agencies. It looks at the structure and effectiveness of Australian state and territroy approaches to IDDI programs through comparison of offending behaviour before and after program attendance. The type and number of prior offences, Indigenous status, age, gender and compliance with intervention programs were examined as potential predictors of post-diversion levels of recidivism. While varying in significance between jurisdictions, these issues show their influence in affecting offender numbers, offending frequency, offence type and associated factors."--Backcover.
