Book excerpt: In Quebec and Scotland, questions of constitutional change, national identity, and national grievance play an important role in the electoral calculations of political parties and voters. Taking a strong stance on the national question can have strategic benefits both for parties pushing for greater autonomy and for those endorsing the status quo. In this in-depth look at issue voting, authors Éric Bélanger, Richard Nadeau, Ailsa Henderson, and Eve Hepburn examine how the national question affects political parties and voter behaviour in both substate nations. Through party manifestos, interviews with legislators, and opinion survey data, this book demonstrates that calls for constitutional change influence political debate, competition, voter choice, and the outcome of elections not only within Quebec and Scotland but also across Canada and the United Kingdom. Minority nationalist parties, the authors show, can gain support by claiming ownership of issues with widespread public agreement, such as self-determination and protecting the identity and interests of the nation. A comprehensive analysis of recent electoral politics, The National Question and Electoral Politics in Quebec and Scotland greatly enhances our understanding of the electoral impact of substate nationalism.

Book excerpt: Jane Jacobs, writing from her adoptive country, uses the problems facing an independence-seeking Quebec and Canada as a whole to examine the universal problem of sovereignty and autonomy that nations great and small have struggled with throughout history. Using Norway’s relatively peaceful divorce from Sweden as an example, Jacobs contends that Canada and Canadians—Quebecois and Anglophones alike—can learn important lessons from similar sovereignty questions of the past.

Available in PDF, EPUB and Kindle. Book excerpt: Both yesterday's suffragists and today's feminists have battled for women to vote and hold office, and their successes have made it possible for countries such as Argentina, Brazil, Germany, Iceland, Liberia, and the United Kingdom to have female heads of state. Despite these notable advances, women are still largely underrepresented in parliaments and governments around the world. Why, after so many years of feminist struggle, are women still obstructed from full political citizenship by a glass ceiling? Manon Tremblay's 100 Questions about Women and Politics discusses electoral politics in Canada and abroad, focusing on women's rights to vote and run for office in legislative elections, political parties, voting systems, electoral quotas for women, and participation in parliaments and governments. Against a background of observations taken from academic research, Tremblay uses an innovative approach by dividing her book into 100 questions and answers to address a range of important issues. Are electorates sexist or lesbophobic? Are family responsibilities a real obstacle to women's engagement in politics? What strategies are available to increase the number of female politicians? Are gender quotas democratic? Once elected to office, do women represent women? How does women's political citizenship in Canada compare to that in other countries? A timely book on the unfinished work of representative democracy, 100 Questions about Women and Politics takes a comprehensive yet concise approach to demystifying the major issues dominating the study of gender and government.

The Veterans Charter, the program devised by the federal government to do this, promised to provide "opportunity with security" and was one of the building blocks of the Canadian welfare state. This collection of essays by some of Canada's leading historians explores the Charter's origins, history, and benefits as well as highlights its role in the development of the Canadian welfare state and postwar society.

Available in PDF, EPUB and Kindle. Book excerpt: Ruling by Schooling Quebec provides a rich and detailed account of colonial politics from 1760 to 1841 by following repeated attempts to school the people. This first book since the 1950s to investigate an unusually complex period in Quebec's educational history extends the sophisticated method used in author Bruce Curtis's double-award-winning Politics of Population. Drawing on a mass of archival material, the study shows that although attempts to govern Quebec by educating its population consumed huge amounts of public money, they had little impact on rural ignorance: while near-universal literacy reigned in New England by the 1820s, at best one in three French-speaking peasant men in Quebec could sign his name in the insurrectionary decade of the 1830s. Curtis documents educational conditions on the ground, but also shows how imperial attempts to govern a tumultuous colony propelled the early development of Canadian social science. He provides a revisionist account of the pioneering investigations of Lord Gosford and Lord Durham.
