Book excerpt: Ontario-Quebec relations have flourished in recent years. Environmental and economic agreements have proliferated (infrastructure, trade, investment, labour mobility) and a total of three joint provincial -cabinet meetings were held between 2008, 2009, and 2010. These closer ties provide a good opportunity to reflect on the provinces' shared destiny. Our objective in this book is to contribute to the body of knowledge on -Ontario-Quebec relations and spark renewed interest among researchers on this topic. Our methodology combines historical and comparative approaches. The first part focuses specifically on the origin and current state of relations between the two provinces. It offers a "big picture" view of interprovincial relations from a number of perspectives (political, economic, social, and public policy). The second part compares key public policy issues in the provinces in a wide range of fields. The analyses provided illustrate the similarities and differences between Ontario and Quebec, and provide a better understanding of the issues and policies that affect Ontario-Quebec relations."

Available in PDF, EPUB and Kindle. Book excerpt: Can sub-units within a capitalist democracy, even a relatively decentralized one like Canada, pursue fundamentally different social and economic policies? Is their ability to do so less now than it was before the advent of globalization? In Comparing Quebec and Ontario, Rodney Haddow brings these questions and the tools of comparative political economy to bear on the growing public policy divide between Ontario and Quebec. Combining narrative case studies with rigorous quantitative analysis, Haddow analyses how budgeting, economic development, social assistance, and child care policies differ between the two provinces. The cause of the divide, he argues, are underlying differences between their political and economic institutions. An important contribution to ongoing debates about globalization’s “golden straightjacket,” Comparing Quebec and Ontario is an essential resource for understanding Canadian political economy.

Book excerpt: Most emigration from England was voluntary, self-financed, and pursued by people who, while expecting to improve their economic prospects, were also critical of the areas in which they first settled. The exodus from England that gathered pace during the 19th century accounted for the greatest part of the total emigration from Britain to Canada. And yet, while copious emigration studies have been undertaken on the Scots and the Irish, very little has been written about the English in Canada. Drawing on wide-ranging data collected from English record offices and Canadian archives, Lucille Campey considers why people left England and traces their destinations in Ontario and Quebec. A mass of detailed information relating to pioneer settlements and ship crossings has been distilled to provide new insights on how, why, and when Ontario and Quebec acquired their English settlers. Challenging the widely held assumption that emigration was primarily a flight from poverty, Campey reveals how the ambitious and resourceful English were strongly attracted by the greater freedoms and better livelihoods that could be achieved by relocating to Canada’s central provinces.

Book excerpt: Jane Jacobs, writing from her adoptive country, uses the problems facing an independence-seeking Quebec and Canada as a whole to examine the universal problem of sovereignty and autonomy that nations great and small have struggled with throughout history. Using Norway’s relatively peaceful divorce from Sweden as an example, Jacobs contends that Canada and Canadians—Quebecois and Anglophones alike—can learn important lessons from similar sovereignty questions of the past.

Book excerpt: This book upturns many established ideas regarding the economic and social history of Quebec, the Canadian province that is home to the majority of its French population. It places the case of Quebec into the wider question of convergence in economic history and whether proactive governments delay or halt convergence. The period from 1945 to 1960, infamously labelled the Great Gloom (Grande Noirceur), was in fact a breaking point where the previous decades of relative decline were overturned – Geloso argues that this era should be considered the Great Convergence (Grand Rattrapage). In opposition, the Quiet Revolution that followed after 1960 did not accelerate these trends. In fact, there are signs of slowing down and relative decline that appear after the 1970s. The author posits that the Quiet Revolution sowed the seeds for a growth slowdown by crowding-out social capital and inciting rent-seeking behaviour on the part of interest groups.
