The public and some agencies such as the Department of Transportation (DOT) show an increasing concern with the hazard associated with HazMat transportation. Many hazards may be identified and controlled or eliminated through use of risk analysis. Transportation Risk Analysis (TRA) is a powerful tool in HazMat transportation decision support system. It is helpful in choosing among alternate routes by providing information on risks associated with each route, and in selecting appropriate risk reduction alternatives by demonstrating the effectiveness of various alternatives. Some methodologies have been developed to assess the transportation risk; however, most of those proposed methodologies are hard to employ directly by decision or policy makers. One major barrier is the lack of the match between available data/database analysis and the numerical methodologies for TRA. In this work methodologies to assess the transportation risk are developed based on the availability of data or databases. The match between the availability of data/databases and numerical TRA methodologies is pursued. Each risk component, including frequency, release scenario, and consequence, is assessed based on the available data/databases. The risk is measured by numerical algorithms step by step in the transportation network. Based on the TRA results, decisions on HazMat transportation could be made appropriately and reasonably. The combination of recent interest in expanding or building new facilities to receive liquefied natural gas (LNG) carriers, along with increased awareness and concern about potential terrorist action, has raised questions about the potential consequences of incidents involving LNG transportation. One of those consequences, rapid phase transition (RPT), is studied in this dissertation. The incidents and experiments of LNG-water RPT and theoretical analysis about RPT mechanism are reviewed. Some other consequences, like pool spread and vapor cloud dispersion, are analyzed by Federal Energy Regulatory Commission (FERC) model.

A variety of approaches have been considered or adopted to manage and reduce risk. These include improving operating practices and personnel training, improving transportation packaging, maintaining and upgrading infrastructure, and rerouting hazardous materials traffic. Certain risk reduction options have received particular attention in recent years. Realizing the interest and the need for research in this area, this study focuses on consideration of routing, track infrastructure improvement and speed management as approaches to reducing the risk from railroad hazardous materials transportation. For each approach, potential benefits in terms of risk reduction are analyzed using operations research (OR) and quantitative risk assessment (QRA) methods. The goal is to facilitate the consideration of each approach and evaluate its potential application for a particular objective of interest. Furthermore, this study considers improvement of several parameters in the risk model to enhance the quality of risk estimates and to better understand their sensitivity to various assumptions. When resources are limited so that a complete analysis of the entire routes is not possible, statistical methods for route risk comparison are introduced to help decision makers choose the most appropriate route, thereby providing further confidence in an evaluation of routing alternatives or risk reduction options. Route risk analysis is often complex and generates results that can be difficult to interpret. The results from quantitative risk assessment are not very helpful if critical information is not properly interpreted and effectively conveyed to the concerned parties. This is one of the most important issues in risk analysis but has received relatively less attention. This study illustrates several new techniques to present, interpret, and communicate risk results more effectively. Overall, this study aims to develop information on the potential and effectiveness of different risk reduction approaches to facilitate the consideration of the most appropriate option according to the objective of interest of different parties in the railroad hazardous materials transportation supply chain. Part of the findings will help clarify the mutual roles of these parties, including carriers, shippers, and municipalities, and help them develop and implement the most appropriate and effective risk management, reduction, and mitigation options accordingly. Furthermore, the information provided may be useful for regulators and researchers who might be interested in the subjects presented in this dissertation.

Book excerpt: Shipments of radioactive materials and hazardous chemicals at the Los Alamos National Laboratory (LANL) are governed by a variety of Federal and state regulations, industrial standards, and LANL processes and procedures. Good judgement is exercised in situations that are not covered by regulations. As a result, the safety record for transporting hazardous materials at LANL has been excellent. However, future decisions should be made such that the decision-making process produces a defensible record of the safety of onsite shipments. This report proposes the development of a risk management tool to meet this need. First, the application of quantitative risk analysis methodology to transportation is presented to provide a framework of understanding. Risk analysis definitions, the basic quantitative risk analysis procedure, quantitative methodologies, transportation data bases, and risk presentation techniques are described. Quantitative risk analysis is frequently complex; but simplified approaches can be used as a management tool to make good decisions. Second, a plan to apply the use of risk management principles to the selection of routes, special administrative controls, and containers for hazardous material transportation at LANL is provided. A risk management tool is proposed that can be used by MAT-2 without substantial support from specialized safety and risk analysis personnel, e.g., HS-3. A workbook approach is proposed that can be automated at a later date. The safety of some types of onsite shipments at LANL is not well documented. Documenting that shipments are safe, i.e., present acceptable risks, will likely require elaborate analyses that should be thoroughly reviewed by safety and risk professionals. These detailed analyses are used as benchmarks and as examples for the use of the proposed tool by MAT-2. Once the benchmarks are established, the workbook can be used by MAT-2 to quantify that safety goals are met by similar shipments.

These materials include six toxic-by-inhalation (TIH) chemicals, which account for more than 90% of the total TIH transportation-related risk; liquefied petroleum gas; gasoline; and explosives. For TIH materials, both highway and rail transportation are considered, and two classes of incidents are examined--those that occur (1) during a traffic accident or a train derailment and (2) while en route from the origin to the destination, but not during an accident or derailment. For the other materials evaluated in the study, only accident-related incidents for highway transportation are considered because transportation-related risk for these materials is dominated by highway incidents. The report describes the hazardous materials and consequence levels evaluated; the risk assessment methodology; the databases used to determine hazardous materials commodity flow and incident rates; and results of the study, including quantitative risk distributions and risk measures for the materials evaluated. The results suggest that, compared with other types of transportation risks encountered by the public, overall societal risks due to hazardous materials transportation remain relatively low. However, the potential exists for very serious accidents involving large numbers of injuries and fatalities, especially for TIH materials, although the probability of such events is low. This study also reveals areas of substantially higher risk relative to hazardous materials transportation risk as a whole.
