Book excerpt: The report outlines key elements to consider in designing a program to create climate-quality data from satellites. It examines historical attempts to create climate data records, provides advice on steps for generating, re-analyzing, and storing satellite climate data, and discusses the importance of partnering between agencies, academia, and industry. NOAA will use this report-the first in a two-part study-to draft an implementation plan for climate data records.

Book excerpt: This report addresses the transition of research satellites, instruments, and calculations into operational service for accurately observing and predicting the Earth's environment. These transitions, which take place in large part between NASA and NOAA, are important for maintaining the health, safety, and prosperity of the nation, and for achieving the vision of an Earth Information System in which quantitative information about the complete Earth system is readily available to myriad users. Many transitions have been ad hoc, sometimes taking several years or even decades to occur, and others have encountered roadblocksâ€"lack of long-range planning, resources, institutional or cultural differences, for instanceâ€"and never reached fruition. Satellite Observations of Earth's Environment recommends new structures and methods that will allow seamless transitions from research to practice.

Available in PDF, EPUB and Kindle. Book excerpt: This thesis is about observations of clouds from satellite and ground based instruments. The aim is to reconstruct the three dimensional cloud distributions. This information is use both in climate research and operational meteorological applications. In climate research, cloud observations provide a reference to atmospheric models, which enables optimization of cloud parameterizations. For operational meteorologists clouds are symptoms of atmospherie conditions. Cloud observations therefore are helpful in understanding the current weather (nowcasting) and improving the estimates of how of the atmospheric conditions will evolve (forecasting). In order to obtain cloud field characteristics, analysis envirinments were developed for the interpretation of meteorological satellite measurements in terms of cloud properties. A large effort was put in the evaluation of the results with synoptic observations and measurements from two measurement campaigns. As a result this thesis is composed of theree major research topics: meteosat analysis, AVHRR analysis and combined analysis of ground and satellite observations.

Book excerpt: This workshop report examines the capability of the forecast system to efficiently transfer weather and climate research findings into improved operational forecast capabilities. It looks in particular at the Environmental Modeling Center of the National Weather Service and environmental observational satellite programs. Using these examples, the report identifies several shortcomings in the capability to transition from research to operations. Successful transitions from R&D to operational implementation requires (1) understanding of the importance (and risks) of the transition, (2) development and maintenance of appropriate transition plans, (3) adequate resource provision, and (4) continuous feedback (in both directions) between the R&D and operational activities.

Book excerpt: The system of satellites in place to provide environmental data-data to monitor events such as forest fires and floods; to make weather predictions; and to assess crops, transportation impacts, fisheries, land-use patterns, sea temperature, and soil moisture, among other things- serves a wide and growing array of users. In the coming years as the next generation of operational environmental satellites in put in orbit, the will be a large expansion in data availability. To ensure that these data serve effectively this broad user community, a new vision for the future of operational environmental satellite data utilization is needed. To help develop approaches for handling this potential data overload, NASA, with technical support from NOAA, asked the NRC to conduct an end-to-end review of issues about the utilization of operational environmental satellite data for 2010 and beyond. This report presents the result of that review. It focuses on ensuring the value of environmental satellite data for addressing specific user needs, distribution of such data, and data access and utilization.

Book excerpt: The study assembles a unified body of data consisting of very high space and time resolution reflected radiance measurements from a geosynchronous satellite (ATS-3) along with concurrent meteorological radar, ceiling, visibility and surface pressure reports at selected air terminals in the central United States. This data set allows familiarization with the meteorological potential of nearly continuous observation of cloud conditions from a geosynchronous platform. It may also serve as initial input to quantitative techniques for evaluating the satellite data and/or for testing its usefulness in very short range weather forecasting. In this regard, a second portion of the study presents arrays of statistical descriptors of the satellite data. (Author).
