Book excerpt: A qualitative study was conducted interviewing eleven teachers and artists about their classroom experiences during artist residencies in participating schools. A conversation, from the vantage point of the teacher and artist, was created in both a narrative and a video product revealing the confines and collaborations present during artist residencies. The study found that teachers and artists talked about art education and residencies around six central themes: benefits of professional artists in the classroom, the kinds of attributes present in a quality art education, the nature of the activities engaging students during art making, the ways artists and residencies extend the goal of life long learning, teachers and artists working together successfully, and lastly, what kinds of students seemingly benefit the most from artist residencies. The interviews and video taped commentary flesh out these themes intertwining them into a video product which cuts back and forth between participants' voices and narrative thematic sections. The study identified the importance of partnerships and school support for artist residencies to be successful. Each participant revealed how beneficial artist residencies are for students' learning. There were also strong implications regarding professional development for teachers and artists working together in the classroom and learning from one another. Artists in residency projects should continue to be implemented into schools. Over half the schools in this inquiry had either created a residency which will sustain itself through students at the summation of the residency, where students will become teachers to younger grades, or the school is working to integrate arts into all their classrooms. Over 250 partnerships in arts education were convened in six city-wide institutes and three, multi-state, regional institutes to examine what contributes to and what blocks successful community and school partnerships on behalf of arts in education. The study concentrated on partnership structures and partnership processes. These structures and processes were observed within individual collaborations as well as in city-wide cooperative support systems. Meeting participants depicted trends in funding, in school systems, and in arts organizations that affect community arts and school intersections. In the three regional meetings, participants described basic principles of collaboration and critical success factors. The study also revealed some common challenges to collaboration. The document lists values common to successful arts and education partnerships as: (1) assure equitable access to cultural experience; (2) value all cultures, assure cultural diversity of programs and participants; (3) value artistic quality in education; and (4) ensure that the arts are indispensably a part of education. A partnership development cycle is described. While coordination is the central or fundamental requirement, it is only part of six fundamental systems that together support arts in education partnerships: (1) coordination; (2) funding; (3) public policies and plans; (4) information and training; (5) advocacy; and (6) programming. Nine critical success factors include: (1) leadership and vision; (2) effective planning; (3) broad based community representation; (4) teacher participation; (5) artist participation; (6) public awareness and communication; (7) awareness of program catalyst; (8) site specific program design; and (9) ongoing assessment of the partnership. The author posits that the deepest roots of this problem come from implicit curricular assumptions and explicit operational structures surrounding the arts that obstruct their use as tools for inquiry in schools. Such curricular assumptions and structures can be transformed through school design and communities of practice that encourage a high-quality arts teaching approach she calls arts as collaborative inquiry. The study investigates a K-6 charter school with a whole-school integrated curriculum development practice that blends together curriculum from a local river project, Expeditionary Learning, Responsive Classroom, and an arts as collaborative inquiry approach to learning. It focuses on the curriculum development process of seven teams of grade level and arts teachers who designed and implemented arts as collaborative inquiry over the course of 12 weeks. The author seeks to understand these teachers' formative perspectives on inquiry pedagogy, traces the processes by which they developed cross-curricular connections, and marks operational structures that were central to establishing a professional learning community where the arts play a significant role. The author uses grounded theory to develop a triadic model that extends Bresler's 1993 and 1995 language describing arts teaching practices in most schools. She urges consistent language and analysis of teaching that will align the arts with the rest of the academic curriculum. Her detailed qualitative research furthers understanding of high quality arts integration, and provides a model for professional development in teaching, designing and practicing this kind of inquiry at the primary, secondary and higher education level. The study challenges practitioners and scholars to explore a new balance of arts teaching approaches in schools that would de-emphasize competitive exclusivity and increase democratic participation and shared leadership in the arts.
