Book excerpt: Quality Circles management has been greeted with tremendous enthusiasm by American managers attempting to emulate the recent economic success of the Japanese industrial complex. The Department of Defense is becoming actively involved in Quality Circles. Scant rigorous research exists on the effectiveness of Quality Circles as a management tool. A nonequivalent control group design compared 14 Quality Circles groups to 37 untrained work groups on a number of attitudinal measures. No consistent differences between groups were detected. Design flaws limiting the validity of the findings included sample-size problems, experimental mortality, weak treatment effects, and poor experimental control. The study's results should be treated as highly tentative and further research should attempt to overcome these design limitations. (Author).

The study compiled raw data from an implemented quality circle program and in cooperation with the Air Force Institute of Technology, presented preliminary information for a wider-ranging Department of Defense study. In conjunction with the group testing, direct observation and questioning determined what organizational benefits were derived from quality circle groups. The study concluded that quality circles appeared to enhance the effectiveness of the work group. The group pulled together to provide solutions to management problems. It increased the individual's pride and developed a positive working environment. Though only preliminary findings, the writer feels that the evolution of quality circles would benefit and improve the quality of health care being delivered. Imported from Japan in the early 1970s, quality circles are being used in increasing numbers. The Department of Defense has also used quality circles in some of its organizations. Previous studies on quality circles have found that participation in the circles has a positive effect on employee attitudes. This study examined the effects of participation in quality circles on job satisfaction, retention, participation in decision making, and job feedback. The data for this study were derived from two administrations of a quality of work life survey to a Department of Defense organization. The surveys were administered 18 months apart. A sample was derived that consisted of those respondents who had participated in both administrations of the surveys. This sample was then divided into two criterion groups, a comparison group and a QC group. Theses. (MJM).
