Book excerpt: Inclusive growth and poverty reduction requires an understanding of the constraints to increasing productivity of the informal sector, which employs the majority of Zambians. Zambians working in this sector are poor, have little education, die young from avoidable diseases, and live predominantly in rural areas. Even if more opportunities for formal employment currently existed, this population would not be qualified for these jobs. Their productive inclusion in society, and making sure they can invest in their children's futures to break the intergenerational transmission of poverty, requires rural investment that can help unlock constraints to informal sector productivity. A recent review of the constraints that women face, relative to men, reveal that women's business performance is affected by a combination of contextual factors and gender differences. This qualitative study sought to understand : (a) the key livelihood strategies used by women and men in Zambia; (b) the key constraints that women and men face; (c) how these constraints shape the strategies that are available; and (d) what women and men understand about human rights. The research had a specific focus on identifying responses that could help to increase women's economic empowerment.

Book excerpt: The State of Economic Inclusion Report 2021 sheds light on one of the most intractable challenges faced by development policy makers and practitioners: transforming the economic lives of the world’s poorest and most vulnerable people. Economic inclusion programs are a bundle of coordinated, multidimensional interventions that support individuals, households, and communities so they can raise their incomes and build their assets. Programs targeting the extreme poor and vulnerable groups are now under way in 75 countries. This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on preexisting national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs. The report offers four important contributions: • A detailed analysis of the nature of these programs, the people living in extreme poverty and vulnerability whom they support, and the organizational challenges and opportunities inherent in designing and leading them. • An evidence review of 80 quantitative and qualitative evaluations of economic inclusion programs in 37 countries. • The first multicountry costing study including both government-led and other economic inclusion programs, indicating that programs show potential for cost efficiencies when integrated into national systems. • Four detailed case studies featuring programs under way in Bangladesh, India, Peru, and the Sahel, which highlight the programmatic and institutional adaptations required to scale in quite diverse contexts. Data from the report are available on the PEI Data Portal (http://www.peiglobal.org), where users can explore and submit data to build on this baseline.

To this effect, rural poverty still remains high and predominantly a rural phenomenon. This study sought to evaluate the effectiveness of the out-grower schemes on reducing poverty and answer the general research question on how effective were the out-grower schemes in reducing poverty in rural Zambia. Pragmatism was the philosophical view that underpinned the study and it applied to the mixed research method approach for this study. The convergent parallel strategy of the mixed research method approach was used. The target population was 50,000 smallholder farmers and a questionnaire with open ended questions (qualitative) and closed questions (quantitative) was administered to a sample size of 396 smallholders farmers. Simple random sampling was used to select smallholder farmers.Qualitative data was analyzed by using the inductive process of building from the data to broad themes and then to interpretation. Quantitative data was analysed by using the Chi-square tests to ascertain association between critical variables measured by categories of out-grower farmers and independent farmers. The T-tests compared the treatment and control groups on variables of interest. The coefficient of variation (CV) was used to gauge the level of respondents’ disagreement (dissention) in responses while coefficient of consensus (CC) was used to gauge the level of respondents’ agreement (consensus) in responses, applied to the Likert scale and any other ordinal responses. The findings from the study revealed that the out-grower schemes implementation has contributed to a positive change in poverty reduction to smallholder farmers participating in the out-grower scheme. Further, out-grower farmers have improved their knowledge in understanding the operation of the out-grower scheme. Subsequently, the out-grower schemes have benefited the communities. In this regard, the study concluded that the out-grower schemes have been effective in reducing poverty in the rural areas of Zambia. The study recommended that there was need to address the issue of power imbalance between the out-grower farmers and the out-grower firms.

The motivation for the study lies in the crucial role played by social context and social networks in exchange behaviour in rural sub-Saharan Africa, and inherent difficulties in formalising market transactions in this context within a standard neoclassical economics framework. The study examines the role of social networks in rural production systems, focusing on crop market participation. It is based on analysis of findings from social network research conducted by the author in three predominantly Bemba villages in Northern Province, Zambia. Data collected using quantitative and qualitative methods are used to map social networks of individuals and households. Variables are constructed capturing network characteristics, and incorporated into transactions cost models of ommercialisation. The overarching question is: do social networks play a role in determining farming success in settings with little variability between households on assets and endowments - land, labour, inputs - and where markets are incomplete or missing? Do social networks mediate market and resource access, helping to explain socio-economic differences between households? The research finds rural life is characterised by diverse networks with multiple, overlapping functions. Much economic exchange takes place on reciprocal or kinship bases, rooted in social norms and reflecting community structures. How social networks are measured matters. Different network attributes are important for different people, and relationships between networks and outcomes depend on the measure used. Controlling for endogeneity, estimation results suggest larger networks have a negative effect on crop incomes whereas having a greater proportion of kin in the network has a positive effect, implying that in this context strong ties are key. Qualitative research suggests the nature of people's networks and their positions within them play an important role in the command over labour: "the famous always get their work done".
