The qualitative research study, conducted by IFPRI field officers, complements a 1,200 household quantitative survey, looking in greater depth at the individual, household, and community level experiences of men and women to understand the consequences of value chain participation on them as producers, entrepreneurs, and wage workers on women’s empowerment. The quantitative study sampled 400 households for each of the three economic activities of interest – (1) agricultural production, (2) agricultural entrepreneurship, and (3) agriculture sector employment. It was carried out in ten administrative units (upazilas or sub-districts), and five villages in each upazila to total 50 villages.

Book excerpt: Increased market inclusion through participation in agricultural value chains may increase employment and household incomes, but evidence on its empowerment impacts is mixed. In societies with restrictive social norms, greater market inclusion can enhance existing income and empowerment inequalities by relegating marginalized groups, including women, to low value chains or lower value nodes within those chains. We use primary data from rural Bangladesh to investigate the associations between households’ primary economic activity – agricultural wage-earning, production, or entrepreneurship – and absolute and relative levels of men’s and women’s empowerment. Women in producer households, on average, fare better on empowerment outcomes than women in wage-earner or entrepreneur households; the opposite is true for men. The gap between men’s and women’s empowerment scores is also lowest in producer households. A decomposition of these results into composite indicators yields insights into potential trade-offs, while accompanying qualitative work highlights the importance of social and cultural norms in shaping the economic roles women can adopt. With a push towards diversification of agriculture into higher value market-oriented crops, more careful programming is needed to ensure that market inclusion translates into an increase in women’s empowerment.

Specifically, IFPRI’s Policy Research and Strategy Support Program (PRSSP), funded by USAID, piloted the modified Women’s Empowerment in Agriculture Index (WEAI) survey instruments in 10 upazilas (sub-districts) within the FTF ZOI across 1,200 households, which broadly belong to three economic activities of interest: (1) agricultural production, (2) agricultural entrepreneurship, and (3) agricultural sector employment. The quantitative survey was complemented by qualitative research to glean further insights into the facilitators and constraints of empowerment among various actors in the agricultural value chain. The data and analysis generated from this WEAI for Value Chain (WEAI4VC) study may inform USAID’s selection and design of interventions that may, in turn, maximize its programmatic impact on women and men’s empowerment as producers, entrepreneurs, and wage employees.

Book excerpt: Many development agencies design and implement interventions that aim to reach, benefit, and empower rural women across the value chain in activities ranging from production, to processing, to marketing. Determining whether and how such interventions empower women, as well as the constraints faced by different value chain actors, requires quantitative and qualitative tools. We describe how we adapted the project-level Women’s Empowerment in Agricultural Index (pro-WEAI), a mixed-methods tool for studying empowerment in development projects, to include aspects of agency relevant for multiple types of value chain actors. The resulting pro-WEAI for market inclusion (pro-WEAI+MI) includes quantitative and qualitative instruments developed over the course of four studies. Studies in the Philippines (2017), Bangladesh (2017), and Malawi (2019) were intended to diagnose areas of disempowerment to inform programming, whereas the Benin (2019) study was an impact assessment of an agricultural training program. The pro-WEAI+MI includes all indicators included in pro-WEAI, plus a dashboard of complementary indicators and recommended qualitative instruments. These tools investigate the empowerment of women in different value chains and nodes and identify barriers to market access and inclusion that may restrict empowerment for different value chain actors. Our findings highlight three lessons. First, the sampling strategy needs to be designed to capture the key actors in a value chain. Second, the market inclusion indicators cannot stand alone; they must be interpreted alongside the core pro-WEAI indicators. Third, not all market inclusion indicators will be relevant for all value chains and contexts. Users should research the experiences of women and men in the target value chains in the context of the programto select priority market inclusion indicators.

This research often addresses constraints to women’s participation in specific value chains, such as administrative procedures in transboundary fish trade (Ratner et al. 2018) or disproportionate harassment of women food traders by authorities in Nigeria (Resnick et al. 2019). This brief draws on research conducted under the CGIAR Research Program on Policies, Institutions, and Markets (PIM) to illustrate how VCD supports and constrains progress toward gender equality and women’s empowerment. In particular, the brief summarizes work from a portfolio of six PIM co-funded projects (2020–2021) on gender dynamics in value chains beyond the production node and single commodity analysis (Box 1), a book chapter in a CGIAR-wide gender publication (Pyburn and van Eerdewijk 2021), the Pro-WEAI (project-level Women’s Empowerment in Agriculture Index) for Market Inclusion, and other gender-integrated value chain work within PIM (Crimi 2018; Vos and Pyburn 2021), and provides an outlook for future research.

Book excerpt: Increasing numbers of development agencies and individual projects espouse objectives of women’s empowerment, yet there has been little systematic work on mechanisms by which interventions can enhance women’s empowerment. This gap exists because of the lack of consensus on indicators as well as the lack of attention paid to measuring the effects of different types of interventions on empowerment. This paper identifies the types of strategies employed by 13 agricultural development projects within the International Food Policy Research Institute’s Gender, Agriculture, and Assets Project Phase 2 (GAAP2) that have explicit objectives of empowering women. We distinguish between reach, benefit, and empowerment as objectives of agricultural development projects. Simply including women does not necessarily benefit them, and even activities that benefit do not necessarily empower. To identify strategies to empower women, we build on the domains included in the Women’s Empowerment in Agriculture Index (WEAI) and are working with the GAAP2 portfolio of projects to develop an empowerment metric that is applicable in the project setting (a project-level WEAI, or pro-WEAI). We have identified the following potential domains to be included in pro-WEAI: input into production decision making, control over resources, control over income, leadership, time, physical mobility, intrahousehold relationships, individual empowerment, reduction in gender-based violence, and decision making on nutrition. The GAAP2 projects address these domains through a wide variety of activities that can be grouped into four main types: (1) direct and indirect provision of goods and services; (2) forming or strengthening groups, organizations, or platforms and networks that involve women; (3) strengthening knowledge and capacity through agricultural extension, business and finance training, nutrition behavior change communication, and other training; and (4) changing gender norms through one-way awareness raising or two-way community conversations about gender issues and their implications. In general, projects with activities in more activity areas target more domains of empowerment, and most projects target a core set of six empowerment domains. With the exception of intrahousehold relationships, which is always targeted by activities designed to influence gender norms, projects target domains with different types of activities or combinations of activities. This setup suggests that there may be no one-to-one link between a specific activity and empowerment benefits, and that implementation modalities will determine whether and how an activity contributes to women’s empowerment. The effectiveness of these project strategies will be assessed using both quantitative and qualitative methods throughout the GAAP2 research project.

Book excerpt: Women’s participation and empowerment in value chains are goals that concern many development organizations, but there has been limited systematic, rigorous research to track these goals between and within value chains (VCs). We use the survey-based project-level Women’s Empowerment in Agriculture Index (pro-WEAI) to measure women’s and men’s empowerment in the abaca, coconut, seaweed, and swine VCs in the Philippines. Results show that most women and men in all four VCs are disempowered, but unlike in many other countries, Filipino women in this sample are generally as empowered as men. Pro-WEAI results suggest that respect within the household and attitudes about gender-based violence (GBV) are the largest sources of disempowerment for both women and men, followed by control over use of income and autonomy in income-related decisions. Excessive workload and lack of group membership are other important sources of disempowerment, with some variation across VCs and nodes along VCs. Across all four VCs, access to community programs is associated with higher women’s empowerment, and access to extension services and education are associated with higher men’s empowerment. Our results show that, despite the egalitarian gender norms in the Philippines, persistent gender stereotypes influence men’s and women’s empowerment and VC participation.

Book excerpt: As a substantial portion of the rural labor force migrates to urban areas, it is commonly assumed that women could take over traditionally male tasks in agricultural production, with potentially empowering outcomes for women. We study how changes in the supply of labor may influence female labor participation and empowerment outcomes. Using a detailed panel dataset on jute producers in Bangladesh, we test whether out-migration of household members and perceived labor shortages are associated with the share of household and hired labor performed by women, and women's empowerment. When a household experiences reduced household or hired labor supply, we observe a relatively larger use of female household labor but not of female hired labor. We find that reduced male household labor supply is associated with improved wages mainly for male laborers, whereas reduced female household labor is associated with improved wages for male laborers and enhanced empowerment of other women in the household. These findings suggest that given existing gender norms, male and female labor are not perfect substitutes for one another, and as a result, male outmigration is not associated with improved outcomes for women in cash crop production. Our results demonstrate a need for better understanding of the role of gender in rural labor markets, particularly in contexts of rapid urbanization.

Despite being actively involved in various stages of production, including seed sowing, harvesting, and postharvesting, women's contributions are often undervalued. They are often regarded as a cheap labor force and are not given meaningful roles in the supply and value chains. One of the primary challenges they face is the lack of access to and ownership of land, which results in limited and unequal access to resources such as credit, services, markets, and information on modern technologies. These disparities hinder women's participation in market systems and further widen gender gaps and digital divides. Studies have shown that Bangladesh has one of the highest gender gaps in mobile internet usage among low and middle-income countries. This study examines the gender digital divide in Bangladesh, focusing on the reasons behind women's exclusion from digital information highways and their limited access to, use of, and benefits from internet-based agriculture and climate-related services and innovations. In addition to a comprehensive review of secondary data, we conducted a needs-based assessment using both quantitative and qualitative indicators in three divisions. Qualitative data were collected through focus group discussions, in-depth interviews, and key informant interviews. Both the qualitative and quantitative studies shed light on the social, economic, and contextual issues related to the digital ecosystem in the agriculture sector. The assessment also evaluates the effectiveness of public, private, and civil society interventions in the study areas. Our findings reveal that most digital initiatives fail to address the economic gaps and challenges faced by smallholder farmers, poor women, and rural youth. To address these challenges and promote gender equality in agriculture, it is crucial for the government to implement consistent policies across government agencies and develop strategies that prioritize closing digital divides in the agricultural sector.

Book excerpt: Many development programs that aim to alleviate poverty and improve investments in human capital consider womens empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, womens empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of womens empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventionscash transfer programs, agricultural interventions, and microfinance programson womens empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on womens empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on womens empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventionsspecifically home gardening and dairy projectsshow mixed impacts on womens empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on womens empowerment, evidence is also mixed, although more recent reviews do not find any impact on womens empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.

Book excerpt: The existing literature shows that climate change will likely affect several of the dimensions that determine people’s food security status in Bangladesh, from crop production to the availability of food products and their accessibility. Crop diversification represents a farm-level response that reduces exposure to climate-related risks and it has also been shown to increase diet diversity and contribute to the reduction in micronutrient deficiencies. In fact, the Government of Bangladesh has several policies in place that encourage and support agricultural diversification. However, despite this support the level of crop diversification in the country remains low. Women empowerment has been linked to diversified diets and positively associated with better child nutrition outcomes. Furthermore, although traditionally their role in agriculture tends to be undervalued, women involvement has already been shown to affect agricultural production choices and enhance technical efficiency. This paper connects three different areas of inquiry - climate change, gender and nutrition – by exploring whether women’s empowerment in agricultural production leads to increased diversification in the use of farmland. Specifically, we use a series of econometric techniques to evaluate whether there is sufficient evidence to claim that a higher levels of empowerment lead to greater diversity in the allocation of farmland to agricultural crops. Our results reveal that indeed some aspects of women empowerment, but not all, lead to a more diversified use of farmland and to a transition for cereal production to other uses like vegetables and fruits. These findings provide some possible pathways for gender-sensitive interventions that promote crop diversity as a risk management tool and as a way to improve the availability of nutritious crops.

However, in contexts where women tend to own and control fewer assets than men, and are more likely to be involved in informal rather than formal market activities, there is potential for value-chain projects to have unintended consequences on gender dynamics. In particular, there is concern among project implementors regarding possible adverse effects for women in terms of shifting intrahousehold distribution of assets, gender norms, and household members' time allocation to various activities. Using both quantitative and qualitative research methods, the Gender, Agriculture, and Assets Project (GAAP) worked with CARE-Bangladesh to assess the impact of the Strengthening the Dairy Value Chain Project (SDVCP) on (1) women's ownership of assets, men's ownership of assets, and jointly held assets; (2) gender norms around asset ownership and control; (3) gender norms regarding decisionmaking in these areas surrounding the dairy value chain; and (4) trade-offs and time costs involved in project participation. We find that participation in SDVCP had significant positive impacts on the composition of household assets. SDVCP participants increased the value of livestock assets, as well as the value of agricultural and nonagricultural productive assets, relative to nonparticipant households that were similar prior to the program. While participation in the program increased the value of men's assets, it also increased the value of assets held jointly by men and women. This finding suggests that women were able to build up assets, not by acquiring assets that they exclusively owned, but by acquiring jointly owned assets. We also find that program participation tended not to affect who makes dairy-related decisions. Regardless of SDVCP participation, dairy-related decisions involving financial outlays or inflows were made by husbands, while those about allocation of milk not for sale were made by wives. However, SDVCP participation had a modest impact on men's and women's decisionmaking within the household, favoring greater participation of women in household decisions and greater control by women of money for household expenses. SDVCP also increased women's mobility and ability to access value-chain services (input dealers, livestock health workers, milk collection points) both inside and outside the community. SDVCP participation also increased households' time allocation to the specific dairy activities encouraged by the program, particularly activities related to livestock health and hygiene. This increase in time allocation was borne mostly by adult women. SDVCP also increased women's time spent on dairy activities located within the homestead, while it increased adult men's time spent on dairy activities that required leaving the homestead. There was no significant impact on young girls' time devoted to dairy activities, but there was a small increase among young boys. We find that the increased allocation of adult women's time for dairy activities came at the expense of their time in household activities, with young girls (but not boys) consequently increasing their time in domestic work.

Book excerpt: Using nationally representative survey data from rural Bangladesh, this paper examines the relationship between women’s empowerment in agriculture and indicators of individual dietary quality. Our findings suggest that women’s empowerment is associated with better dietary quality for individuals within the household, with varying effects across the life course. Women’s empowerment is associated with more diverse diets for children younger than five years, but empowerment measures are not consistently associated with increases in nutrient intake for this age group. Women’s empowerment is positively and significantly associated with adult men’s and women’s dietary diversity and nutrient intakes. Different empowerment domains may have different impacts on nutrition, but other characteristics, such as maternal schooling and household socioeconomic status, may play a more important role for younger children. The importance of maternal education in the dietary quality of young children, and the relatively greater importance of women’s empowerment for older children and adults, imply that policies designed to empower women and improve nutritional status should be informed by knowledge of which specific domains of women’s empowerment matter for particular nutritional outcomes at specific stages of the life course.

Book excerpt: Interest in the meaning and measurement of women’s empowerment has become a stated goal of many programs in international development. This paper explores a collaborative process of studying women’s empowerment in agricultural research for development using both quantitative and qualitative methods. It draws on three bodies of research around empowerment, growing interest in qualitative methods, and measurement research, especially the conceptualization and adaptations of the Women’s Empowerment in Agriculture Index. Employing mixed methods over more than a decade of cooperation among researchers from the Global South and the Global North has challenged the methods and findings of each approach. The work has led to new insights about gender differences in what empowerment means to women and to men, the importance of context, interrelationships among dimensions of empowerment, and the need for greater precision in terms and measures, particularly around decision-making, asset ownership, and time use. Such collaborative research benefits from a long timeframe to build trust and shared understandings across disciplines. The paper concludes with suggestions for the next phase of research.
