Book excerpt: Shifting from the sighting to the non-sighting eye represents a possible solution for operators of monocular viewing devices whose vision is temporarily disrupted from the effects of flash. Twenty-four male volunteers used a viscous-damped mount optical tracking device to track targets at a constant angular velocity of 5 mrad/sec under bright and dim ambient light conditions. Pursuit tracking data were collected under simulated field conditions. Volunteers were randomly assigned to one of the three groups. The first group received no training of the non-sighting eye. The second group received training with both the sighting and non-sighting eyes, individually. The third group was trained in the same manner as the second group, except that they were also trained to switch eyes during tracking trials. On the test day, a monocular full field flash was used. The volunteers were instructed to switch eyes and reacquire the target with the non-sighting eye to complete the task. Analysis of Variance for horizontal RMS error scores revealed no significant group main effect for either the sighting eye baseline or the non-sighting eye baseline. The maximum absolute error scores for Group 3 under both bright and dim ambient light conditions were significantly better than Groups 1 and 2. It was concluded that training monocular devices operators to switch from the sighting to the non-sighting eye following disruption of pursuit tracking represents a temporary solution to the debilitating effects of flash blindness. Book excerpt: Ten men used a viscous-damped mount optical tracking system during a study of the effects of strobe flashes and ambient lighting on pursuit tracking performance. The volunteers tracked a 0.5 mrad target moving to the left or right for 15 s at a constant angular velocity of 5.0 mrad/s. A single 170 micron 0.053 sr, 538 nm strobe flash was presented at random at the rate of one flash for each five trials. The flashes produced significant increases in the standard deviations of the horizontal and vertical aiming errors under both ambient light conditions. The average maximum aiming error was 0.6 mrad during bright ambient light trials. Approximately 2 s were required to return to normal control error rates. Flashes presented during the low ambient lighting conditions produced off-scale errors (>2 mrad). Recovery times averaged 6 s for a 1 mrad target and 3 s for a 4 mrad target. This study used large retinal area strobe flashes that were an order of magnitude below permissible safe exposure levels and much lower than levels produced by military laser devices. In spite of this limitation, single 538 nm flashes produced significant disruptions of pursuit tracking performance even though the behavior of the target was predictable. The magnitude of these effects will be much greater for more intense single or multiple flashes and for targets which are engaged in unpredictable maneuvers.

Book excerpt: Day sights which are purposefully or inadvertently irradiated with laser radiation may become nonfunctional due to cracking or crazing of the optical glass. The degree of performance degradation may be related to the amount of damage to the glass and possible flash blindness from reradiation. Thirty-two male enlisted men and officers tracked a scale model tank through a constant arc at a simulated distance of 1 km, using a laboratory constructed viscous-damped tracking device. There were four crazing groups (4 men/group) under bright and dim ambient light conditions for a total of eight groups. Each man tracked the target during three flash/crazing and three crazing only trials, which were randomly presented during 30 trials. The simulated countermeasure which included the flash and crazing had dramatic effects on tracking performance, even under daylight conditions. Under the most severe degree of crazing, tracking performance was not possible under either ambient light condition. The relatively small amounts of laser radiation used to craze the BK- 7 glass used in this study, which lead to significant performance decrements, demonstrates the potential impact of flash/crazing effects on operators of day sights. Book excerpt: The effects of repetitive, small-spot incoherent light flashes on pursuit tracking was studied in the BLASER tracking simulator under bright and dim ambient light conditions. Ten experimentally naive men served as volunteers. The target was a scale-model tank moving at a constant angular velocity of 5 mrad/sec at a simulated distance of 1 km. A series of 5 flashes, presented at a rate of 20 Hz, were presented during randomly selected tracking trials. Flashes were produced with a miniature xenon flash lamp housed within the tracking device and spatially filtered to produce a 100 micro retinal diameter spot at approximately 50% of the maximum permissible exposure level. Colored filters in front of the lamp were used to produce flashes in the red and green portions of the spectrum. Unfiltered light from the lamp produced white-light flashes. The flashes produced statistically significant increases in the horizontal standard deviation error scores. These were manifested mainly by lead or lag errors (crosshairs ahead or behind the target) in response to the flash, followed by a return to baseline error levels. The magnitude of this effect was greater in the dim viewing condition than in the bright, as measured by maximum aiming error and the temporal course of recovery. No significant effect was observed for flash color.

Pursuit tracking performance was measured by a computerized video digitizing system, developed at LAIR, during 20-sec tracking trials. Analysis of variance showed significant main effects for target luminance and under mesopic target conditions, target size on pursuit tracking accuracy, pointing to the need to delineate the visual requirements of visual motor tasks to assess the effects of battlefield laser exposure.
