This work examines the theory and practice of military ethics in counterinsurgency operations. Marcus Schulzke surveys the ethical traditions that militaries borrow from; compares ethics in practice in the US Army, British Army and Royal Marines Commandos, and Israel Defense Forces; and draws conclusions that may help militaries refine their approaches in future conflicts. The work is based on interviews with veterans and military personnel responsible for ethics training, review of training materials and other official publications, published accounts from combat veterans, and observation of US Army focus groups with active-duty soldiers. Schulzke makes a convincing argument that though military ethics cannot guarantee flawless conduct, incremental improvements can be made to reduce war’s destructiveness while improving the success of counterinsurgency operations.

At the same time, war's fragile moral potential is acknowledged and its causes sought. The argument is conducted from a traditional just war standpoint which balances rules or principles against the moral capacities and dispositions of belligerents and the particular circumstances in which they act. In this enlarged second edition, a new introduction addresses the common criticism that traditional just war theory is incoherent, outmoded, and in need of radical revision. Many of the problems attributed to the tradition by 'revisionists' are seen to derive from a distortion and oversimplification of the historical tradition. A fuller and more accurate understanding of that tradition can mitigate, or even resolve, these problems. It can also help to fill the gaps left in the ethical agenda of war by analytic ethics. Part I compares the conception of just war with realism, militarism and pacifism. Part II examines the principles of just recourse and just conduct with the aid of real life examples. A new Part III discusses the propriety of defining terrorism and the ethical problems raised by particular aspects of terrorism and counterterrorism, such as, the tension between moral and strategic concerns, the variable moral impact of different forms of terrorism, the status and the moral disposition of the terrorist, the treatment of noncombatants, the resort to preventive war and interrogational torture, and the use of drones and risk-free warfare.

In response to external conflict, state leaders raised armies and defended borders. The centralization of power, the development of bureaucracies, and the integration of economies all maximized revenue to support war. But how does a persistent external threat affect the development of a strong state? The “Garrison State” hypothesis argues that states that face a severe security threat will become autocracies. Conversely, the “Extraction School,” argues that warfare indirectly promotes the development of democratic institutions. Execution of large-scale war requires the mobilization of resources and usually reluctant populations. In most cases, leaders must extend economic or political rights in exchange for resolving the crisis. Large-scale warfare thus expands political participation in the long run. The authors use empirical statistical modeling to show that war decreases rights in the short term, but the longer and bigger a war gets, the rights of the citizenry expand with the conflict. The authors test this argument through historical case studies—Imperial Russia, Austro-Hungarian Dual Monarchy, African Americans in World War I and II, and the Tirailleurs Senegalese in World War I—through the use of large-N statistical studies—Europe 1900–50 and Global 1893–2011—and survey data. The results identify when, where, and how war can lead to the expansion of political rights.
