Available in PDF, EPUB and Kindle. Book excerpt: Governments play a major role in the development process, and constantly introduce reforms and policies to achieve developmental objectives. Many of these interventions have limited impact, however; schools get built but children don't learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity building efforts. The book then analyses this evidence, identifying capability traps that hold many governments back - particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. These applications will help readers devise policies and reforms that have more impact than those of the past.

This book was released on 2010-06-01 with total page 302 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the educational and professional advances made by minorities in recent decades, African Americans remain woefully underrepresented in the fields of science, technology, mathematics, and engineering. Even at its peak, in 2000, African American representation in engineering careers reached only 5.7 percent, while blacks made up 15 percent of the U.S. population. Some forty-five years after the Civil Rights Act sought to eliminate racial differences in education and employment, what do we make of an occupational pattern that perpetually follows the lines of race? Race, Rigor, and Selectivity in U.S. Engineering pursues this question and its ramifications through historical case studies. Focusing on engineering programs in three settings--in Maryland, Illinois, and Texas, from the 1940s through the 1990s--Amy E. Slaton examines efforts to expand black opportunities in engineering as well as obstacles to those reforms. Her study reveals aspects of admissions criteria and curricular emphases that work against proportionate black involvement in many engineering programs. Slaton exposes the negative impact of conservative ideologies in engineering, and of specific institutional processes--ideas and practices that are as limiting for the field of engineering as they are for the goal of greater racial parity in the profession.

These lives span the years from 1850 to 1980, a time when American cities were being rebuilt according to the specifications of science, engineering, mass wealth, and big corporations.

Available in PDF, EPUB and Kindle. Book excerpt: The alarm calls of birds make them difficult for predators to locate, while the howl of wolves and the croak of bullfrogs are designed to carry across long distances. From an engineer's perspective, how do such specialized adaptations among living things really work? And how does physics constrain evolution, channeling it in particular directions? Writing with wit and a richly informed sense of wonder, Denny and McFadzean offer an expert look at animals as works of engineering, each exquisitely adapted to a specific manner of survival, whether that means spinning webs or flying across continents or hunting in the dark-or writing books. This particular book, containing more than a hundred illustrations, conveys clearly, for engineers and nonengineers alike, the physical principles underlying animal structure and behavior. Pigeons, for instance-when understood as marvels of engineering-are flying remote sensors: they have wideband acoustical receivers, hi-res optics, magnetic sensing, and celestial navigation. Albatrosses expend little energy while traveling across vast southern oceans, by exploiting a technique known to glider pilots as dynamic soaring. Among insects, one species of fly can locate the source of a sound precisely, even though the fly itself is much smaller than the wavelength of the sound it hears. And that big-brained, upright Great Ape? Evolution has equipped us to figure out an important fact about the natural world: that there is more to life than engineering, but no life at all without it.
