Book excerpt: Abstract: This paper investigates if higher public spending in education and better teacher qualifications are related to student's performance, using data from Saber 11, a national standardized test conducted by Instituto Colombiano para la Evaluación de la Educación. The estimation exploits differences in both policy variables across regions and employs interactions to study if more investment in public education and higher teacher qualifications can help increase average performance and reduce the impact that socioeconomic factors, such as family income, have on student performance. The analysis proposes a model where student performance in Mathematics and Language are dependent not only on the variables of interest of this paper, but also on economic, social and cultural status, sex and age of students, and school characteristics. The results show that students' characteristics and their environment, school features and departmental differences in the policy variables explain roughly 20% of the variation in education performance in Colombia, a relatively high percentage when compared to those found by other studies focusing on OECD countries and based on PISA. After controlling for students' and school characteristics, the results show that in Colombia, public spending per student and teacher qualifications are positively related to better learning outcomes. For the first one, the results suggest that if all regions reach the level of spending per student of Bogota - the region with the highest spending - average math scores can increase by 3.8 to 4.3 points (around 8%), depending on the regions, with the highest improvement for low income students

Book excerpt: Considering a Colombian reform to the educational system as a quasi-natural experiment, this article attempts to find the effect and some mechanisms that Central Government's spending in education has on academic performance. The reform generated an exogenous change in the amount of public school spending that each municipality received from the Central Government. I used the variation of public school expenditure and the results of the standardized test Saber11, between 2004 and 2013, to find the causal effect of national expenditure on education in academic results. Using an instrumental variable model, the results show that an increase in transfers per student during his/her academic life, of around 5%, generates an improvement of 0.1 standard deviations in the test score at national level. Furthermore, I found that the students per teacher ratio and local resources per student are relevant mechanisms to explain this effect.

Nearly twenty years later progress in matching OECD practices and performance in public financial management and procurement has been uneven and has been one of the factors that impeded higher growth and competitiveness in Latin America and the Caribbean. Countries such as Chile, Brazil and Costa Rica with relatively good performance, in this respect, have shown what other countries in the region can do and how they would benefit. Increased globalization, seemingly intractable issues of income inequality, the onset of the recent global financial crises and the emergence of an assertive middle class that demands better governance, are all reasons why Latin America and the Caribbean governments should closely examine incomplete financial management and procurement reform programs and embark on trajectories that will improve their performance and be better responsive to the needs of their citizens. This book sets out, based on more than a decade of World Bank diagnostics, key areas that remain to be addressed by governments in the Latin America and the Caribbean region to underpin sustainable arrangements that deliver efficient and effective services, which are accountable to citizens. Success will have the important additional benefit of serving to notify international financial markets of the integrity of their stewardship function.
