Book excerpt: Excerpt from Value for Rate-Making At the present time, probably the majority of valuations of public utility property are being made in connection with a consideration of rates. But different authorities still hold various and conflicting views as to the principles involved in determining the basis of value for rate-making. With the hope of helping define methods used and standardizing practice in valuation procedure, the author brought out, four years ago, the first book that had appeared relating to the general subject, "The Valuation of Public Utility Properties." Since that time, several other books have been published, many papers written and much discussion elicited, due to the development of a rapidly increasing general interest in the subject of valuation of utility properties, for the purposes of purchase or sale, rate-making, taxation or capitalization. Despite this activity, it is a disappointment to observe that terms are still used inexactly and opinions are almost as diverse and numerous as there are writers. The purpose of this book is an attempt to further emphasize at least three principles that seem to the author to be essential in determining the fair value for use in fixing rates. First. - To conform to the rulings of the courts the basis for rate-making should be the fair present value of the property used, regardless of the amount of the original investment in utilities established previous to the present public regulation regime. Second. - Present value for rate-making is obtained by making deduction for absolute depreciation only; ignoring theoretical depreciation. Absolute depreciation being that deterioration which is in evidence, existing and determined by inspection. Theoretical depreciation being estimates only, based on assumptions and computations. Third. - Practically every utility property includes certain intangible non-physical elements, which should be evaluated and allowed in addition to the material, sensible elements. Book excerpt: Excerpt from Minnesota Public Utility Rates, Gas-Electric-Water: Compiled in the Municipal Reference Bureau of the General Extension Division Since the organization of the Municipal Reference Bureau a number of inquiries have been received asking for comparative data on the operation of public utilities in Minnesota municipalities. It is the aim of this bulletin to provide this information. Questionnaire blanks were sent to the villages and cities of Minnesota having over 500 population. The rate schedules as herein published have been compiled from the replies received to these inquiries. The report contains the public utility rates of most of the Minnesota towns. With the co-operation of municipal officials it has been possible to obtain fairly detailed information, 214 of the 261 villages and cities filling out the blanks submitted. The returns from the larger cities are practically complete, there being but one city of over 3, 000 population that is not included in the compilation. The rate schedules vary so much in form and detail that it has been impossible to present the material in the form of tables. The information is classified, therefore, under the main divisions, has Kates, Electric Rates, Water Rates, and arranged alphabetically according to the cities served. The populations are those given in the 1910 census. The amount of use which may be possibly made of comparative rate schedules must depend upon the conditions under which the utilities are operating. It is realized that each utility faces local conditions, which are in some respects different from those confronting other utilities. The accessibility of comparative schedules, it is hoped, will be of value to those interested in the question of utility rates. The inspection of schedules published here would lead one to believe that in some cases a great deal of reliance has been placed on what the rates were in other places, and there undoubtedly have been instances where the rates were copied, in the main, from those in other cities. This is essential in order to determine the capitalization upon which rates are to'be estimated. With out such a basis the regulation of rates would be practically impossible. However, in view of the many theories advanced for determining capitalization no specific rule is prescribed bythe statute. The act merely commands the Commission to value all of the property of every public utility actually used and useful for the convenience of the public, and to make a sepa rate valuation of all the physical property of such utility so used and useful. Every element of value, both tangible and intang ible, is to be considered in reaching a result, excepting only franchise values, which are necessarily excluded 'by the general policy of the law. The object to be attained is the fair value of the property as a going concern. This, in the contemplation of the statute, is the proper capitalization upon which returns must be allowed.
