Book excerpt: This book investigates public service broadcasting (PSB) models in post-authoritarian regimes, and offers a critical inspection of the development of a Western European-originated PSB system in Asian transitional societies, in particular in Indonesia since the 1990's. Placing the case of Indonesia's PSB within the context of global media liberalization, this book traces the development of public service broadcasting in post-authoritarian societies, including the arrival of neoliberal policy and the growth of media oligarchs that favour free market media systems over public interest media systems. The book argues that Western European PSB models or 'BBC-like' models have travelled to new democracies, and that autocratic legacies embedded in former state-owned radio and television broadcasters have resisted pro-democratic media pressures. As such, similar to new PSBs in other post-colonial, transitional and global south regimes, such as in Arab states or Bangladesh, this book demonstrates that the adoption of PSB in Indonesia has not reflected the ideal PSB project initially envisaged by media advocates but was flawed in both media policy and governance. It explores the history of broadcast governance in authoritarian Indonesia, and considers how Western European PSB or 'British Broadcasting Corporation/BBC-like' models have travelled – somewhat uneasily – to new democracies, but also how autocratic legacies embedded in former state-owned radio and television channels have resisted external parties of pro-democratic media systems.

Annette Damayanti Lienau presents the largely untold story of how Arabic, often understood in Africa and Asia as a language of Islamic ritual and precolonial commerce, assumed a transregional role as an anticolonial literary medium in the nineteenth and twentieth centuries. By examining how major writers and intellectuals across several generations grappled with the cultural asymmetries imposed by imperial Europe, Lienau shows that Arabic—as a cosmopolitan, interethnic, and interreligious language—complicated debates over questions of indigeneity, religious pluralism, counter-imperial nationalisms, and emerging nation-states. More pointedly, do they form a giant cartel to suck patronage resources from the state? Indonesian commentators almost invariably brand the country's parties as corrupt, self-absorbed, and elitist, while most scholars argue that they are poorly institutionalized. This book tests such assertions by providing unprecedented and fine-grained analysis of the inner workings of Indonesian parties, and by comparing them to their equivalents in other new democracies around the world. Contrary to much of the existing scholarship, the book finds that Indonesian parties are reasonably well institutionalized if compared to their counterparts in Latin America, Eastern Europe, and other parts of Asia. There is also little evidence that Indonesian parties are cartelized. But there is a significant flaw in the design of Indonesia's party system: while most new democracies provide state funding to parties, Indonesia has opted to deny central party boards any meaningful subsidies. As a result, Indonesian parties face severe difficulties in financing their operations, leading them to launch predatory attacks on state resources and making them vulnerable to manipulation by oligarchic interests.
