Book excerpt: Excerpt from The Public Trade School Early in the year 1907, a problem, which gradually had been growing more and more serious, had to be fairly met and solved. It was a question of finances. To charge students the cost of their tuition in a properly conducted trade school means to debar the very ones who need the instruction. Equally impractical is it to expect a few to bear the expense of a work so valuable to the entire community. The need of such a school was proven the first day it opened its doors. From its outset it was making better workmen and better citizens. It was the opportunity and privilege of the Merchants and Manufacturers' Asso ciation to start such a work in the life of a city, but it was not its bounden duty to continue it. The child grew beyond the power of its parent to support it. Since the work brought a rich harvest to the municipality, the municipat should bear the expense of the sowing. The solution of the problem lay in having the trade school included in the public school system of the city. To do this, a tax, additional to the one already levied for the public schools, was necessary. This extra assessment could be collected only by the permission of the state legislature. Con sequently, a bill was prepared and presented to that body early in 1907. It met with immediate indorsement in both Assembly and Senate. It passed and became effective July 1, 1907. The Milwaukee Board of School Directors immediately seized its Opportunity to take over a trade school well equipped to teach three trades and with one and one-half years' experience in pioneer work. On account of this progressive step on the part of the public-school authorities the original subscribers deeded the entire equipment of the school to the city in fee simple. Every ap plicant for a certificate shall be examined in the: subjects here inafter mentioned, for the several grades respectively as fol' lows: 'f or the third grade, in orthoepy, orthography, read ing, penmanship, arithmetic, English grammar, geography, the history of the United States, the constitution of the United States, the constitution of the state of Wisconsin, physiology and hygiene with special reference to the effects of stimulants and narcotics upon the human system, the theory and art of teaching, and after January 1st, 1902, in the Manual of the Elementarv Course of Study for the Common Schools of Wis consin, and in the elements of agriculture; for the second grade in all the foregoing and also in algebra, physical geog raphy, and after July lst, 1902, in American literature and English composition; for the first grade in all the foregoing and also in physics and plane geometry, and after July 1st, 1902, in English literature and English history. If found qualified said applicant shall receive the certificate appropri ate to his grade. A third grade certificate shall entitle the holder to teach for such period not more than one year as may be specified therein, in any town in the superintendent district in which he is examined, except that it may be limited by the county superintendent to one town or school district therein. A second grade certificate shall entitle the holder to teach in any town in such superintendent district and be in force three years from its date, but the county superintendent may limit the same to one year and remove the limitation upon satisfac tory evidence that the holder has successfully taught a. Ross, State Superintendent of Public Instruction; December, 1914 In a general way the development of free schools has been everywhere coincident with the growth of democracy. Here in America as else where public education has been an evolution. Pioneer conditions with us have always meant first, homes and a living; then, churches and schools. In Kansas around the cabin and the dugout on the far horizon, was erected the local school district, and there followed the box car school house as representing the simplest and cheapest form of architecture. Other settlers came and other districts were formed, irregular in shape, unequal in size, and varying in valuation, but always with the one oblong, cross-lighted type of building. The sod house and the ox team have vanished with the Indian and the buffalo. In their 'place are coming, in numbers unequalled anywhere else in the world, the modern farm home and' the automobile. But the rural school of the pioneer lingers with us yet - the last survivor of a by-gone age. New occasions teach new duties in time, however, and already there are abundant signs that the god of Things as they are will not much longer be able to dictate educational conditions to the boys and girls of Kansas. Within the past four years Pennsylvania, West Virginia, Ohio and Iowa, realizing that their school laws and systems of school organization had become outgrown and antiquated, have adopted absolutely new school codes prepared and recommended by expert commissions appointed and provided with funds for that purpose. Minnesota and Colorado will to all appearances do so at the coming sessions of their legislatures, while there is strong and growing sentiment in Nebraska for similar action. Kansas would do well to follow this example. For the fact that the schools of the past have nobly met the needs of their day and generation is' no more evidence that they are good enough now than is the fact that the sickle and the flail hold an honored place in the history of the race sufficient proof that we now have no need of the header and the thresher.
