Available in PDF, EPUB and Kindle. Book excerpt: Mirroring the complexities of cities and neighborhoods, this volume makes a conscious departure from consensus-oriented public participation to conflict-resolving public participation. In India, planning practice generally involves citizens at different stages of plan-making with a clear purpose of securing a consensus aimed at legitimizing the policy content of a development plan. This book contests and challenges this consensus-oriented view of citizen participation in planning, arguing against the assertion that cities can be represented by a single public interest, for which consensus is sought by planners and policy makers. As such, it replaces consensus-centered rational planning models with Foucauldian and Lacanian models of planning to show that planning is riddled with a variety of spatial conflicts, most of which are resolvable. The book does not downplay differences of class and social and cultural identities of various kinds built on arbitrarily assumed public interest created erroneously by further assuming that the professionally trained planner is unbiased. It moves from theory to practice through case studies, which widens and deepens opportunities for public participation as new arenas beyond the processes of preparation of development plans are highlighted. The book also argues that spaces of public participation in planning are shrinking. For example, city development plans promoted under the erstwhile JNNUM programme and several other neoliberal policy regime initiatives have reduced the quality, as well as the extent of participatory practices in planning. The end result of this is that legally mandated participatory spaces are being used by powerful interests to pursue the neoliberal agenda. The volume is divided into three main parts. The first part deals with the theory and history of public participation and governance in planning in India, and the second presents real-life case studies related to planning at a regional level in order to describe and empirically explore some of the theoretical arguments made in the first. The third section provides analyses of selected case studies at a local level. An introduction and conclusions, along with insights for the future, provide a coherent envelope to the book.

Rest of the area is fast urbanizing. For a city like this the planning process is challenging and magnitude of problems is enormous. It should be noted that Municipal Corporation of Delhi initiated projects of preparation of ‘Local Area Plan’ for 36 wards through various planning consultants to address planning issues and problems on identifying the ground realities. Development in Delhi is guided by the Master Plan 2021 and various Zonal Development Plans. The increase in urban population as a whole and increased migration to Delhi has led to a number of planning and development issues as land are a scarce resource in Delhi bounded by other states having their own development controls and guidelines. In order to counter the ill-effects of urban problem diagnosis and rational planning model, the planners and policy makers of Delhi started to engage public in various states of planning and plan implementation in various forms and degrees. The engagement of public in planning has stated long back in 1962 when the first Master Plan for Delhi was prepared. Even after 50 years of planning for people the planners and policy makers thought for evolving planning with people approach in planning and this culminated in Delhi in the form of concept of Local Area Plan. In 2005, pilot project for the preparation of Local Area Plan got initiated and got completed and the result was not satisfactory and again in 2010 pilot project for the preparation of Local Area Plan started and by 2012 it got completed. It should be noted that Delhi is one of the Indian city to have a Master Plan for controlling urban growth and development. The need of the people and demand for the development goes hand in hand and this lead to the participation of the public in the plan making process so as to entertain their grievances and make them partner in the development.

Available in PDF, EPUB and Kindle. Book excerpt: The Skeffington Committee was appointed in 1968 to look at ways of involving the wider public in the formative stages of local development plans. It was the first concerted effort to encourage a systematic approach to resident participation in planning and the decision-making process, in contrast to the entirely top down process created by the 1947 Town and Country Planning Act. The origins of the Skeffington Report lay in the 1965 publication by the Planning Advisory Group of The Future of Development Plans, which recommended changes to the planning system to include much greater public participation. It called for all plans to be publicly debated in full, with the opportunity for representations to be made throughout the entire preparation process. There was also a growing realisation of the impact of the American planning experience and a growth of interest in the concept of participatory democracy as opposed to representative democracy. However, the immediate impact of the Skeffington Committee was limited. It was criticised as being too ambiguous and as encouraging nothing more than greater publicity and as ‘educating’ residents from the planners perspective. ‘Participation’ was inadequately defined and the Report was seen to simply promote a more efficient system by convincing people of the virtues of planning. Local authorities used and undermined the idea of participation to simply speed up the planning process by giving their decisions a seal of legitimacy. Technocrats and local authorities simply subverted the ambiguities of the Report for their own purposes. Yet this is to underestimate the long term impact of the underlying principles first expressed in the Skeffington Report. It has been a long and tortuous process and in many respects it remains a difficult ideal to implement in an entirely satisfactory and systematic way. Nevertheless, the concept of participation established by the Report has continued to be a central consideration in planning.

Book excerpt: Excerpt from Practical Guide in the Preparation of Town Planning Schemes Town Planning simply represents the attempt of the community to control town development with a view to providing health, convenience and beauty. There have, in the past, been times when the City as the centre, has had predominating importance. Great and beautiful cities like Athens or Venice have resulted. They were the expression of what was best in the life of their citizens, and were planned to minister to its convenience and to enhance its glory. It is somewhat remarkable that in spite of the vast development of scientific organization as an important element of industrial life throughout the last century, We should have failed entirely to apply this organization to our city development. We have allowed our towns to grow in such a haphazard manner that we find the banks of our canals and the margins of our railway sidings crowded with rows of cottages, while the materials of our industry, for want of immediate access to these very canals and sidings, have to be carted long distances at great expense and often with much resulting congestion of traffic. Town Planning when fully carried out, means the reservation for industrial uses of the areas most valuable for the purpose by reason of having immediate access to rail, road or water conveniences. It means arranging for the most convenient communication by road or railway between these industrial regions and the most healthy and attractive areas; which again would be reserved and most carefully laid out for resi dential purposes. It also means providing the most convenient means of access possible between both these areas and the great centres of exchange, of wholesale and retail business, all which would enormously add to the efficiency of the population, facilitating their industrial activities and rendering their dwellings more healthy and attractive. The movement which has brought into being Mr. Burns' Town Planning Act, and which is seeking to find through that Act the means of realizing its aims, indicates a great development of the civic spirit and if this continues to grow it is not too much to say that Town Planning will prove to be the first step in the creation of a new type of beautiful cities expressing what is best in modern life. Book excerpt: During recent years, the topic of participation has increasingly been gaining importance in Iran – in the scientific field, in practice and rhetoric. However, in current scientific literature – and especially in English literature – there is little knowledge on the conditions, legal background, perceptions, experiences and processes of citizens’ participation in Iran. This book aims to shed light on the paradoxical question of participation in Iran: it is old and new, dysfunctioning and functioning, disappointing and promising. This slippery status of participation convinces scholars to suggest contradictory interpretations and understandings about the existence, functionality, and potentiality of this concept. The book therefore shows the different perspectives, interpretations, historical developments and case studies of participation in Iran, thus giving the reader a kaleidoscope view on the question of participation in Iran.

Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Case for Town Planning: A Practical Manual for the Use of Councillors, Officers, and Others Engaged in the Preparation of Town Planning The first of these reasons is that many members and officers of Local Authorities, and others interested in the subject of Town Planning, have been kind enough to order copies of the book in advance, and as a result the financial risk in publishing has'been appreciably lessened. The second reason is that Councillors and Officers of Local Authorities in Great Britain are quietly and steadily proceeding with their work of administration in calm confidence that the storm will pass away and that the foundations of our national life will be as secure as ever' they were. It is for men of this type and this temper that the book has been written. It is hoped that with this book in their hands they will be able to use the period of waiting by quietly maturing their plans for the period of fresh activity and growth which will follow the war. From one point of View indeed the period in which this book is published is a specially favourable one. The sense of common citizenship was never greater than it is to-day, and proposals in regard to the improvement of the conditions under which the masses Of the people live will receive warm support. Of the many criticisms which will be expressed in regard to this book the chief will certainly be that it is more a compilation than a book. If this be a fault, then it has been deliberately committed. Many quotations have been made on the ground that they will help to make clear several difficult points. If this desirable result is attained, then the main object in the writing of this book will be achieved. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
