Book excerpt: There is a persistent need for improved tools and techniques to facilitate public involvement at all phases of transportation decision making. Transportation agencies are still seeking more affordable, accessible, and effective means of communicating with a wide range of stakeholders. The court documents a survey of a wide variety of transportation agencies on their use of interactive 3-D visualization for public involvement using an electronic survey. Supplemental qualitative data was generated through telephone interviews with selected variety participants. It concludes with three case studies illustrating applications of interactive 3-D visualization to support public involvement in transportation decision making. The report concludes that the use of interactive 3-D mapping, although pervasive in transportation planning and design, is at the early stages of application as a public involvement tool. Most agencies use the tools for the purpose of informing stakeholders, illustrating the location of proposed projects, or plans or programs of projects in a regional or study area context, but not for engaging them in a specific dialogue in a meeting, workshop, or on-line chat forum.

Book excerpt: Well-implemented public involvement programs have many potential benefits for transportation agencies including enhanced credibility with the public, decisions reflecting community values, and reduced risks of litigation (O'Connor et al., 2000). The objectives of this study included a broad assessment of the Virginia Department of Transportation's (VDOT's) public involvement practices and the development of a public involvement "toolkit" for use by VDOT staff. The toolkit describes an array of techniques that may be used from the earliest planning stages of transportation projects through their construction, noting advantages, disadvantages, special considerations in the use of each technique, and references and website links for further reading. The assessment of VDOT's current public outreach practices included information gathering from citizens and VDOT staff. A total of 948 citizens attending several types of VDOT meetings and hearings completed written surveys that included questions about how they prefer to be notified about upcoming VDOT meetings, how they prefer to be informed about projects, and how they prefer to be updated on the status of plans or projects. Focus groups and written "self evaluation" surveys provided information on the perceptions of VDOT staff about the effectiveness of VDOT's public involvement approaches and their suggestions for improving communication with the public and public involvement... Study recommendations include the following: VDOT staff should use the toolkit and a soon-to-be released interactive public involvement tool by the Federal Highway Administration to choose effective public involvement approaches; VDOT divisions should collaborate on ways to increase the public's understanding of the planning, project development, and public involvement processes; and as soon as the state budget situation permits, the Outreach Section of VDOT's Office of Public Affairs proposed by the Governor's Commission on Transportation Policy should be staffed to provide greater in-house strategic communications planning and evaluation capability for major projects.

However, it remains difficult to engage the public in the long range planning process. The laws requiring public involvement are intentionally vague and don't prescribe specific approaches, so there is little consistency in public participation approaches and many state, regional, and local transportation agencies choose to do only what is necessary to meet minimum requirements (PBS&J, 2009). The purpose of this study is to examine public participation in transportation planning with specific focus on how the characteristics of public participation, the level of engagement, and deliberation affect the extent to which transportation planning decisions are reflective of public input received. A quantitatively driven mixed methods study was completed in three phases using secondary data, exclusively. Phase I included a review of each Metropolitan Planning Organization (MPO) and a study of the public involvement procedures that were used to develop each MPO's Metropolitan Transportation Plan (MTP). Phase II focused on the input that was gathered by each MPO for public participation activities conducted during the development of the MTP. In Phase III, the results of Phases I and II were used to conduct a cross tabulation analysis to determine if there was a relationship between the characteristics of public participation, the level of engagement of participation, and the use of deliberation, and the degree to which public input was reflected in the MTP. The findings of this study indicate support for literature based in levels of engagement and the use of deliberation. Despite the design of the participation plan, transportation decisions reflect public input more often when MPOs have broad outreach to the public, higher levels of engagement, and use deliberative public participation techniques. Implications for policy and practice, and recommendations for future research are discussed.
