Our society wishes to ensure quality health care for all older people, but there is growing concern about our ability to maintain and improve quality in the face of efforts to contain health care costs. Medicare: A Strategy for Quality Assurance answers the U.S. Congress' call for the Institute of Medicine to design a strategic plan for assessing and assuring the quality of medical care for the elderly. This book presents a proposed strategic plan for improving quality assurance in the Medicare program, along with steps and timetables for implementing the plan by the year 2000 and the 10 recommendations for action by Congress. The book explores quality of careâ€"how it is defined, measured, and improvedâ€"and reviews different types of quality problems. Major issues that affect approaches to assessing and assuring quality are examined. Medicare: A Strategy for Quality Assurance will be immediately useful to a wide audience, including policymakers, health administrators, individual providers, specialists in issues of the older American, researchers, educators, and students.

This book was released on 2007-01-22 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the past 30 years, the population of prisoners in the United States has expanded almost 5-fold, correctional facilities are increasingly overcrowded, and more of the country's disadvantaged populations—racial minorities, women, people with mental illness, and people with communicable diseases such as HIV/AIDS, hepatitis C, and tuberculosis—are under correctional supervision. Because prisoners face restrictions on liberty and autonomy, have limited privacy, and often receive inadequate health care, they require specific protections when involved in research, particularly in today's correctional settings. Given these issues, the Department of Health and Human Services' Office for Human Research Protections commissioned the Institute of Medicine to review the ethical considerations regarding research involving prisoners. The resulting analysis contained in this book, Ethical Considerations for Research Involving Prisoners, emphasizes five broad actions to provide prisoners involved in research with critically important protections: • expand the definition of "prisoner"; • ensure universally and consistently applied standards of protection; • shift from a category-based to a risk-benefit approach to research review; • update the ethical framework to include collaborative responsibility; and • enhance systematic oversight of research involving prisoners.

Available in PDF, EPUB and Kindle. Book excerpt: The study sought a detailed description of the public involvement techniques embraced in the public hearing strategy of each of the nation's state transportation agencies. In addition, it examined the status of the public hearing as a principal technique within the citizen participation process of each agency to determine how strong or weak a role the public hearing is playing within the transportation decision making process nationwide. Presented is an evaluation of the pre-hearing and post-hearing procedures being utilized by transportation agencies. Information for the study was obtained through interviews with the public hearing officer, or his equivalent in each highway and/or transportation department. Each officer was also asked to submit to the researcher written copies of his agency's public hearing strategy along with any other pertinent material regarding public hearings or citizen participation. The document most often received was the Action Plan. The study found that basically the nation's state transportation agencies utilize either one of two administrative operations for conducting public hearings. In 29 agencies the programs have centralized administrations whereby the majority of mandates emanate from the central office. In the remaining 21 agencies the responsibility for hearing administration is delegated to district or regional offices. The study also showed the existence of a growing trend for agencies to utilize independent moderators at public hearings, especially if the hearings are likely to produce controversy. Also it was found that the most efficient and widely used pre-hearing technique is the informal pre-hearing meeting. The specifics of hearing/meeting notification and hearing structure and content are discussed in the report. The information gathered suggests that the nation's state transportation agencies are continuously striving to achieve meaningful public participation in transportation decision making through countless innovations and much experimentation.

Book excerpt: The only current authorized edition of the classic work on parliamentary procedure--now in a new updated edition Robert's Rules of Order is the recognized guide to smooth, orderly, and fairly conducted meetings. This 12th edition is the only current manual to have been maintained and updated since 1876 under the continuing program established by General Henry M. Robert himself. As indispensable now as the original edition was more than a century ago, Robert's Rules of Order Newly Revised is the acknowledged "gold standard" for meeting rules. New and enhanced features of this edition include: Section-based paragraph numbering to facilitate cross-references and e-book compatibility Expanded appendix of charts, tables, and lists Helpful summary explanations about postponing a motion, reconsidering a vote, making and enforcing points of order and appeals, and newly expanded procedures for filling blanks New provisions regarding debate on nominations, reopening nominations, and completing an election after its scheduled time Dozens more clarifications, additions, and refinements to improve the presentation of existing rules, incorporate new interpretations, and address common inquiries Coinciding with publication of the 12th edition, the authors of this manual have once again published an updated (3rd) edition of Robert's Rules of Order Newly Revised In Brief, a simple and concise introductory guide cross-referenced to it.

Available in PDF, EPUB and Kindle. Book excerpt: The author explains why it's essential to begin the preparations by deciding what the meeting is intended to accomplish. That, in turn, determines what kind of meeting you should conduct: informational, advisory, or problem-solving. The author breaks down the essential tasks involved and even suggests the right type of person to handle each one. She describes various types of troublesome meeting attendees-from accusers and apathetics to fence-sitters and know-it-alls-and offers advice on how to deal tactfully but firmly with them all. The author also tackles working effectively with the media, a subject that terrifies most planners. True stories of public meetings, both good and bad, add humor to her no-nonsense narrative. Follow her step-by-step checklist and leave nothing to chance."
