Book excerpt: A richly illustrated history of below-market housing in New York, from the 1920s to today A colorful portrait of the people, places, and policies that have helped make New York City livable, Affordable Housing in New York is a comprehensive, authoritative, and richly illustrated history of the city's public and middle-income housing from the 1920s to today. Plans, models, archival photos, and newly commissioned portraits of buildings and tenants by sociologist and photographer David Schalliol put the efforts of the past century into context, and the book also looks ahead to future prospects for below-market subsidized housing. A dynamic account of an evolving city, Affordable Housing in New York is essential reading for understanding and advancing debates about how to enable future generations to call New York home.

Book excerpt: Leading housing scholars and practitioners provide a comprehensive, up-to-date description and analysis of housing and community development policy as they examine one of America's largest and most important cities. Throughout the nation's history, New York City has been at the forefront of housing policy creativity and innovation. As the federal government's role in social policy continues to shrink and authority devolves to local governments, the focus in urban policy turns to America's cities. New York City's experience provides useful lessons for other municipalities on both the opportunities and pitfalls for government intervention in the housing market. Housing and Community Development in New York City comprehensively explores a full range of policy issues including the analysis of current housing problems and demographics; examination of federally supported housing assistance programs such as public housing and Section 8; scrutiny of the City's response to homelessness and the abandonment of private sector housing; and a look at New York's innovative program to rebuild neighborhoods with public-private partnerships. Available in PDF, EPUB and Kindle. Book excerpt: "Nature provided New York with a sheltered harbor but the city with a challenge: to find the necessary capital to build and expand the maritime infrastructure. In the 17th and 18th centuries, the city's government did not have the responsibility or the fiscal resources to develop needed port facilities. To build the infrastructure, the government awarded "water-lots" to private individuals to build wharves and piers, surrendering public control of the waterfront. For over 250 years private enterprise ran the waterfront; the city played a peripheral role. By the end of the Civil War chaos reigned and threatened the port's dominance. In 1870 the city and state created the Department of Docks to exercise public control and rebuild the maritime infrastructure for the new era of steamships and ocean liners. A hundred years later, technological change in the form of the shipping container and jet airplane rendered Manhattan's waterfront obsolete within an incredibly short time span. The maritime use of the shoreline collapsed, mirroring the near death of the city of New York in the 1970s. Ships disappeared and abandoned piers and empty warehouses lined the waterfront. The city slowly and painfully recovered. The empty waterfront allowed visionaries and planners to completely reimagine a shore lined with parkland. Along the new waterfront, luxury housing has transformed the waterfront neighborhoods where the Irish longshoremen once lived. A few remaining piers offer spectacular views of the city's waterways, now a most precious asset. The rebirth has been driven by complex private/public partnerships, with the city of New York playing only a peripheral role. The contentious question of private vs. public control of the waterfront remains a continuing issue in the 21st century"--

Book excerpt: Economic development is intended to benefit everyone in a community; however, in many cases, increased public and private investment can result in the pricing out and displacement of existing residents and businesses. How do we achieve more equitable outcomes? The Equity Planner provides a toolkit of practical solutions for planners and all those involved in placemaking to promote thoughtful, inclusive planning. Each chapter of The Equity Planner examines one particular aspect of inequity in the urban planning sphere, covering issues such as identity retention, affordability, and the protection and enhancement of local assets. While each chapter offers practicable solutions to these issues, the "Notes from the Field" sections describe how these same tools have been used (either successfully or unsuccessfully) in projects the author has been involved in, with a particular focus on the local resistance each project encountered. These real-world case studies are used to suggest methods to overcome such resistance, which the reader can then apply to their present initiatives. This book is written for urban planners, local activists, social scientists, policymakers, and anyone with an interest in equity planning. This book will be of use to both practicing and training urban planners and architects who seek to add equity planning to their professional repertoire.
