Available in PDF, EPUB and Kindle. Book excerpt: Cheap, plentiful food is an American tradition. We spend a smaller percentage of our income on food than any other nation. We feed much of the world with our surpluses. Consumers, retailers, and restaurants throw away one-quarter of our food stock every year. And yet data collected by the federal government show that almost 12 percent of American households either suffer from hunger or worry about going hungry. Why are so many Americans afflicted with "food insecurity" during such prosperous times? According to this book, it's not simply an artifact of poverty: even most of the poorest homes have access to adequate food. Nor is it indifference to their plight or a lack of ways to help: Americans strongly support government food assistance, and there are a host of public and private programs devoted to feeding the hungry. Peter Eisinger seeks to unravel the puzzle of America's hunger and asserts that it is a problem that can be solved. He believes that the perception of hunger and responses to it emerge from a complex, intellectual, political, and social context. He begins by looking for a meaningful definition of hunger, then examines the structure and funding of government food assistance programs, the roles of Congress and community interest groups, and the contributions of volunteer organizations. He concludes by offering ideas to reduce the nation's perplexing hunger problem, based on creating stronger partnerships between public and private food programs.

Book excerpt: The United States is viewed by the world as a country with plenty of food, yet not all households in America are food secure, meaning access at all times to enough food for an active, healthy life. A proportion of the population experiences food insecurity at some time in a given year because of food deprivation and lack of access to food due to economic resource constraints. Still, food insecurity in the United States is not of the same intensity as in some developing countries. Since 1995 the U.S. Department of Agriculture (USDA) has annually published statistics on the extent of food insecurity and food insecurity with hunger in U.S. households. These estimates are based on a survey measure developed by the U.S. Food Security Measurement Project, an ongoing collaboration among federal agencies, academic researchers, and private organizations. USDA requested the Committee on National Statistics of the National Academies to convene a panel of experts to undertake a two-year study in two phases to review at this 10-year mark the concepts and methodology for measuring food insecurity and hunger and the uses of the measure. In Phase 2 of the study the panel was to consider in more depth the issues raised in Phase 1 relating to the concepts and methods used to measure food security and make recommendations as appropriate. The Committee on National Statistics appointed a panel of 10 experts to examine the above issues. In order to provide timely guidance to USDA, the panel issued an interim Phase 1 report, Measuring Food Insecurity and Hunger: Phase 1 Report. That report presented the panel's preliminary assessments of the food security concepts and definitions; the appropriateness of identifying hunger as a severe range of food insecurity in such a survey-based measurement method; questions for measuring these concepts; and the appropriateness of a household survey for regularly monitoring food security in the U.S. population. It provided interim guidance for the continued production of the food security estimates. This final report primarily focuses on the Phase 2 charge. The major findings and conclusions based on the panel's review and deliberations are summarized.

Food pantries are stretched thin, and states are imposing new restrictions on programs like SNAP that are preventing people from getting crucial government assistance. At the same time, we see an increase in obesity that results from lack of access to healthy foods. The poor face a daily choice between paying bills and paying for food.

Book excerpt: Focusing on the issue of caring for the needy, the first of these ten reports discusses the charges of the political opposition that President Reagan's programs and policies are unfair to the needy and overly generous to the well-to-do. This same "unfairness issue" is elaborated in some aspects in other of the nine reports. They deal with hunger, the homeless, medical care, aid for the disabled, treatment of minorities and the elderly. There is also a discussion of a renewed emphasis on volunteerism -- on private charity doing more to fill the gap between the need and what is provided by the government. Book excerpt: This title will give students and other readers a clear understanding of the true state of public and private education systems in the United States by refuting falsehoods, misunderstandings, and exaggerations—and confirming the validity of other assertions. This work is part of a series that uses evidence-based documentation to examine the veracity of claims and beliefs about high-profile issues in American culture and politics. Each book in the Contemporary Debates series is intended to puncture rather than perpetuate myths that diminish our understanding of important policies and positions; to provide needed context for misleading statements and claims; and to confirm the factual accuracy of other assertions. This particular volume examines beliefs, claims, and myths about public and private K–12 education in the United States. Issues covered include categories of public and private schools and variations in academic performance and socioeconomic status therein; controversies surrounding school choice, including school vouchers and charter schools; accountability and assessment of private and public schools; debates about school environment, safety, and curricula; and teacher and administrator quality. All of these issues are examined in individualized entries, with objective responses grounded in up-to-date evidence.

This book looks at the challenges surrounding poverty in America today, and explores the legal, political, social, and economic solutions, including food stamps, Social Security, Medicare, and Medicaid, that have been proposed to remedy the problem. Readers will gain an in-depth understanding of the many factors causing poverty and of how governments and communities can do their part to help those in need.
