Book excerpt: The Department spends around £900 million annually on programmes to help unemployed people find and sustain work through its contracts with a range of companies and some charities. Following a hearing on the Work Programme in February 2012, allegations of potential fraud and poor service from employment programme clients and whistleblowers were passed to the Department. The Department has initiated an investigation of the adequacy of controls at A4e, one of its major contractors, and is investigating individual allegations. The Department has not defined what standards a company must meet to be a 'fit and proper' organisation with which the Department is willing to contract. The Department's controls against financial fraud for the Work Programme are a significant improvement on previous schemes, although allegations that some providers give a poor service have already begun. Furthermore, risks also remain in the Department's other programmes. The Department's 'black box' approach to contracting for the Work Programme allows providers to innovate but without sufficient auditing and neither is there a mechanism in the contract for improving service standards over time. The Department lacks sufficient information on the nature and number of complaints made directly to contractors to identify trends and learn lessons. There is also no obvious mechanism through which participants, contractors' employees or MPs can raise issues of concern relating to fraud and poor service. While it may be tempting to define an acceptable level of fraud it the committee's view that this is the wrong approach. Rather the department should take all reasonable and affordable steps to drive out fraud

Book excerpt: This fifteenth report from Committee of Public Accounts, in the 2007-08 session examines "The Pensions Regulator: progress in establishing its new regulatory arrangements" (HCP 122, ISBN 9780215514684). An earlier report from the NAO is also available, see (HCP 1035, session 2006-07, ISBN 9780102951219). Some 4 million people are still active contributors to work-based pension schemes (final salary schemes), with approximately some 20 million people having at some point contributed to such schemes with the value of the managed funds exceeding £700 billion. The Pensions Regulator (TPR), established in 2005, took over regulatory responsibility for such schemes. The Committee states that the TPR has acted to put the regulation of such schemes on a firmer footing, taking greater account of risk and possesses stronger powers to obtain information and intervene to protect members' benefits. The Committee also states though that the TPR has made a slower start in the regulation of money purchase schemes with room for improvement in the standards of scheme governance and communication with members. Further work is also required to improve the information held by the TPR about schemes and make use of that information to effectively regulate individual schemes.

First is the eradication of chronic extreme poverty bringing the number of extremely poor people, defined as those living on less than 1.25 purchasing power parity (PPP)†“adjusted dollars a day, to less than 3 percent of the world’s population by 2030.The second is the boosting of shared prosperity, defined as promoting the growth of per capita real income of the poorest 40 percent of the population in each country. In 2015, United Nations member nations agreed in New York to a set of post-2015 Sustainable Development Goals (SDGs), the first and foremost of which is the eradication of extreme poverty everywhere, in all its forms. Both the language and the spirit of the SDG objective reflect the growing acceptance of the idea that poverty is a multidimensional concept that reflects multiple deprivations in various aspects of well-being. That said, there is much less agreement on the best ways in which those deprivations should be measured, and on whether or how information on them should be aggregated. Monitoring Global Poverty: Report of the Commission on Global Poverty advises the World Bank on the measurement and monitoring of global poverty in two areas: What should be the interpretation of the definition of extreme poverty, set in 2015 in PPP-adjusted dollars a day per person? What choices should the Bank make regarding complementary monetary and nonmonetary poverty measures to be tracked and made available to policy makers? The World Bank plays an important role in shaping the global debate on combating poverty, and the indicators and data that the Bank collates and makes available shape opinion and actual policies in client countries, and, to a certain extent, in all countries. How we answer the above questions can therefore have a major influence on the global economy.

Book excerpt: This report examines the events leading to the qualified audit opinion on the Equality and Human Rights Commission's 2006-08 accounts and on the continuing weaknesses in the Commission's controls. The Commission took up its new powers, and those of the former Commission for Racial Equality, the Disability Rights Commission and the Equal Opportunities Commission (the Legacy Commissions), on 1 October 2007. Serious errors were made in setting up the Commission, not helped by three changes of sponsor department in the months immediately before its launch. The Commission now accepts that it was not ready for business when the doors opened on 1 October 2007 and that its set-up process, which cost £39 million, was flawed and inefficient: it did not have in place sufficient senior staff, a transition strategy, business strategy, organisation design or job descriptions. Skills gaps were filled by bringing back former employees of the CRE as consultants, even though they had all received severance payments. The Treasury, which should have been consulted about these appointments, did not grant approval retrospectively as the Commission could not prove that the re-engagements gave good value for money. This expenditure was therefore deemed irregular and the Comptroller and Auditor General issued a qualified opinion on the Commission's 2006-08 accounts. This is not the way that the Public Accounts Committee expects public bodies to be run. Strong controls need to be in place to ensure that such errors do not recur.

Book excerpt: This economic and fiscal outlook sets out the Office for Budget Responsibility (OBR) forecast for the period to 2016-17. The economy has grown less strongly than forecast in March primarily because higher-than-expected inflation has squeezed household incomes and consumer spending. The eurozone crisis has impacted on business and consumer confidence. Consequently the OBR has revised it growth forecasts downwards. It expects the underlying momentum of the economy to pick up through 2012 but with the headline measure of GDP broadly flat until the second half. The central forecast is now for 0.7 per cent growth in GDP in 20102, 2.1 per cent in 2013, 2.7 per cent in 2014, and 3 per cent in 2015 and 2016. Public sector net borrowing (PSNB) is expected to total £127 this year (8.4 per cent of GDP), but the downward revision of growth forecasts means the deficit will shrink less quickly over the next five years, with a forecast £53 billion PSNB (2.9 per cent of GDP) in 2015-16. Unemployment is expected to rise further to 8.7 per cent in 2012 before falling back to 6.2 per cent by 2016. The OBR estimates that the Government has a roughly 60 per cent of meeting its mandate to balance the structural or cyclically-adjusted current budget by 2016-17. The central economic and fiscal forecasts assume that the euro area finds a way through its current crisis, but a more disorderly outcome is clearly a significant risk.
